Job Description
SUMMARY Working under the supervision of the Elections Administrator, the Elections Administrator Clerk reports to the Elections Administrator and is responsible for assisting in coordinating, implementing, and complying with all applicable laws, ordinances, rules, and regulations regarding voter registration and the conduct of elections.
MINIMUM QUALIFICATIONS, EDUCATION, AND EXPERIENCE 1.
Valid Texas Driver's License; 2. High School Graduate or Graduate Equivalent (GED). 3. Minimum of six months of experience in Elections and Voter Registration. 4. Proficiency in creating spreadsheets and reporting. 5. Work in a bipartisan atmosphere. 6. Work under pressure. 7. Work flexible hours. 8. Must be able to pass a drug test and criminal background check.PREFERRED QUALIFICATIONS, EDUCATION, AND EXPERIENCE 1.
Experience in a county governmental entity. 2. Experience in operating voting equipment. 3. Interacting with diverse populations. 4. Possess excellent customer service.ESSENTIAL DUTIES AND RESPONSIBILITIES
The Elections Administrator Clerk must be able to perform the following essential job duties with or without reasonable accommodation. The job, duties, and responsibilities are not all-inclusive of those necessary to perform this job. As an employee of Washington County, it shall be my duty to: 1. Process voter registration applications and dashboard voter tasks, used in the maintenance of voter rolls, which provide for processing new applicants, address changes, updating records, and the cancellation of voters when required. 2. Accept and file candidate campaign finance reports. 3. Assist candidates with petitions to file for candidacy. 4. Train, certify, and maintain an active file of Volunteer Deputy Registrars. 5. Prepare the candidate's name, order, translation, and printing of election ballots and related materials. 6. Order ballots for elections, including authorization of printing and production, and ensuring that all supplies, materials, and equipment are available for voting on election days, early voting, and voting by mail. 7. Review and approve the programming provided by ES&S for the scanners and tabulators, electronic voting equipment, ballots, and poll books. 8. Train and supervise poll workers. 9. Conduct early voting in person and process by mail applications and ballots. 10. Provides support to all polling places, including Early Voting as well as on Election Day. 11. Provide support and instructions to the Early Voting Ballot Board. 12. Report and certify election results to the Secretary of State on Election Day. 13. Perform investigations of Provisional Ballots cast as required by the Texas Election Code and present that information to the Early Voting Ballot Board for their review and final determination. 14. Prepare and present canvass results to Commissioners' Court. 15. Prepare and report final canvassing to the Secretary of State. 16. Preserve voter registration records and official election results/documents as required by law. 17. Order Official Lists of Voter Registration to other local entities for their elections; 18. May assist in the preparation of contracts and billing statements for other local governmental entities that use county voting equipment and personnel; 19. Assists with all elections, contractual or non-contractual, as required by your job duties; 20. May assist in conducting and participating in voter outreach programs and related activities; 21. Exercises knowledge of the Texas Election Code and subsequent legislative changes; 22. Performs any other duties not herein specified to legally and accurately conduct any elections held by Washington County, or contracted with Washington County.KNOWLEDGE, SKILLS, AND ABILITIES
(KSAs) The Elections Administrator Clerk must possess, or rapidly acquire and develop the followingKSAs:
1. Ability to learn voting machine equipment, election procedures, and regulations. 2. Ability to multitask and work well in highly stressful situations with varied interruptions; 3. Ability to perform duties in a non-partisan manner. 4. Ability to work with detailed documents and arrive at a correct solution. 5. Ability to accept constructive criticism and tolerate impolite behavior from the public and colleagues. 6. Ability to exercise judgment, decisiveness, and creativity required in uncertain and highly stressful situations. 7. Ability to maintain highly ethical behavior and communications. 8. Ability to communicate with the public in person, by telephone, by email, or by other correspondence in a courteous and respectful manner, which is effective for the voter.PHYSICAL AND MENTAL REQUIREMENTS
In order to successfully achieve the goals of the County and Department, the Elections Administrator Clerk must meet the following physical and mental requirements with or without reasonable accommodation. These requirements are representative, but not all-inclusive, of the physical and mental requirements necessary to perform this job. Reasonable accommodations may be made to enable qualified individuals with disabilities to perform Essential Job Duties. 1. Primarily sedentary during data entry and planning. 2. Must be able to drive to and from conferences. 3. Able to lift up to 50 pounds and occasionally while stretching arms and legs; grasp and move objects. 4. Able to stand for extended periods. 5. Walking up and down stairs and 6. Visual and auditory acuity sufficient to operate related equipment. 7. Work fourteen hours as needed. 8. The ability to understand, learn, remember, and communicate information about elections and voter registration inquiries. 9. The ability to listen and to learn different tasks relevant to the position of the Elections Administrator Clerk. 10. Develop or enhance typing skills. 11. Walk up and down stairs and stand prolong periods of time. 12. Work under pressure and to meet the deadlines required by the Secretary of State. 13. Sit for long periods to create reports that are required by the Secretary of State, but are not prescribed forms provided by the Secretary of State. 14. The activities and the estimated daily time required for each are shown below. The estimations may not sum to one-hundred (100) percent, but are not limited to the actual percentage of time required for performing activities: a. Sitting- 65% b. Bending

WORKING CONDITIONS 1.
Primarily sedentary, including sitting and driving. 2. Working in an office environment, primarily performing light physical work. 3. Travel to and from voting sites, and out of town for training as required 4. Work outside of the normal office hours (Monday-Friday 8 a.m. to 5 p.m.) is required in preparing and during the Election Period.SELECTION GUIDELINES A
