Resource Conservation Planner 06/12/2013 - Modified 3/1/2022 Position Description Resource Conservation Planner The Resource Conservation Planner provides direct conservation planning assistance to private landowners/producers and public land management agencies throughout Latah County.
PRIMARY DUTIES AND RESPONSIBILITIES 1.
Identify and coordinate landowner/operator conservation objectives with federal, state and local conservation programs and technical services. 2. Develop landowner/operator conservation plans based on ecological principles and applicable federal and state guidelines and policies. 3. Develop, oversee and follow-up with the implementation of individual conservation contracts for federal and state conservation programs. 4. Develop and implement select monitoring programs related to the conservation programs of the Latah SWCD. 5. Provide conservation planning assistance, as directed, to the federal, state, and local conservation agencies that collaborate with Latah SWCD. 6. Prepare grant applications to secure funding to implement conservation practices. 7. Manage individual grants and contracts. 8. Provide technical outreach services to the general public, as requested.
MINIMUM QUALIFICATIONS 1. A
bachelor's degree in agriculture, fisheries, wildlife, environmental science or other natural resource related field. Applicable natural resource conservation planning experience and formal education may be substituted for the degree qualification. 2. Possession of a valid driver's license.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES 1.
Professional knowledge of theories, principles, policies, and practices of conservation districts. 2. Working knowledge of federal, state, and local laws, rules, and polices that directly affect natural resource conservation on public and private lands in Idaho. 3. Strong interest in resource conservation on private and public lands. 4. Working knowledge of comprehensive natural resource planning principles. 5. Knowledge of cropland, forestry, and livestock agricultural systems and their relationship to surface and groundwater quality and fish/wildlife habitat. 6. Willingness to work around livestock and wildlife. 7. Strong writing and organizational skills and ability to meet deadlines. Ability to work as an interdisciplinary team member. 10. Ability to communicate effectively to a diverse audience. 11. Ability and willingness to follow directions in a timely and precise manner. 12. Safety oriented. 13. Willingness to work occasional evenings and weekends and to travel, as needed. 14. Willingness to provide personal transportation, if needed. Mileage will be reimbursed per the Latah SWCD Personnel Policy. 15. Ability to work in the field under harsh weather conditions. 16. Ability to operate 4-wheel drive vehicles and ATVs. 17. Demonstrated competence with computer hardware and software including Microsoft operating systems and ArcGIS. 18. Ability and willingness to undertake advanced training, as needed.
SUPERVISION
The Resource Conservation Planner reports directly to the District Manager.
EMPLOYMENT CLASSIFICATION
Regular - Full Time Position is "exempt" from the FLSA overtime requirements. Position is contingent on continuation of funding.
COMPENSATION
Pay rate based on qualifications. Position benefits are outlined in the Latah SWCD Personnel Policy.
PERFORMANCE REVIEW
The performance evaluation will be completed annually by the District Manager and approved by the Latah SWCD Board of Supervisors. The performance evaluations will be the basis of any merit pay increases granted by the Board of Supervisors. •The Resource Conservation Planner position description has been reviewed and approved by the Latah Soil and Water Conservation District Board.
