WHAT YOU'LL BE DOING

Under direction, performs skilled work, and semi-skilled and unskilled maintenance and other tasks on Park District properties and facilities in support of the operation, development, and resource protection of the Park District's parklands and trails; and performs related duties as assigned.

CLASS CHARACTERISTICS

This is the fourth level within the park operations series. In addition to the essential tasks of Park Ranger, employees within this classification perform work of a higher skill and may be assigned the responsibility to lead or instruct others.

Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Maintains buildings and/or grounds, including constructing and repairing cribwalls, asphalt pavement, rock walls, fences, stairs (new construction limited to two risers or less), gates and shelves; Fabricates, installs and repairs signs and trail markers; Replaces, makes minor repairs to, and/or maintains rest rooms, showers and pumps (limited to monitoring and lubrication); Replaces light fixtures, plugs, switches, and breakers; Monitors lift stations and water treatment facilities; Plants, trims, prunes, cuts, stump grinds, and removes trees; Evaluates tree hazards; Performs rough mowing and weed eating; Performs welding, including fabricating, modifying, and repairing parts, gates, and fences; Installs, repairs, and adjusts irrigation systems; Installs new plumbing and inground utility boxes; Places concrete pads, installing barbeque pits and erosion culverts; Lays asphalt to fill cracks and other minor jobs; Prepares and paints a variety of surfaces; Performs project work consistent with applicable codes; Develops simple shop drawings; Estimates and arranges for necessary equipment, crew members and supplies; Prepares contracts and purchase requisitions; Supervises crews during performance of work; Oversees or personally accomplishes work from conception to completion; Operates, transports, inspects and maintains a variety of equipment, such as 4-wheel drive vehicles, lawn mowers, tractors, trucks, boats, ATV's and chippers; Operates large drum rollers, skip loaders, and skid steers; Operates other vehicles and equipment, such as large dump trucks, forklift trucks, and vibraplates, as necessary; Troubleshoots and repairs equipment, such as chain saws, weed eaters, and generators; Uses a variety of hand and power tools; Performs routine maintenance tasks, such as hauling debris, maintaining rock walls and adding gravel to roads, pathways, parking lots, staging areas and walkways; Clears brush; Patrols parks, trails campgrounds and waterways to check for potential hazards; Assists in protecting the natural resources of parks and trails by monitoring the impact and activities of grazing operations and parks users; Ensures park users adhere to park rules and regulations; Provides information to Park District visitors and park users and responds to complaints; May supervise volunteers and crews from other agencies; Leads other park staff in the preparation for and completion of special projects; Trains other staff in tool and equipment safety, maintenance, various operations, and Park District procedures, standards and protocol; Performs administrative tasks, such as ordering and purchasing supplies, preparing reports, recordkeeping, monitoring and enforcing contracts and lease agreements, completing fixed asset inventories, developing and administering contracts and processing time cards and expense receipts; Conducts logistics activities, including project set-up, plan checking, equipment rentals, purchasing materials and coordinating projects; Coordinates utility locating permits; Oversees miscellaneous park reservations; Performs traffic control; Operates a variety of water pumping equipment, including small trash pumps, trailer and truck mounted pumps and stationary potable water and sewage pumps; Diagnoses electrical issues; Submits and coordinates work requests; Performs minor carpentry, plumbing, and electrical work; Acts as supervisor as needed; And performs duties of lower level classifications as required.

Roads and Trails Option:

Operates a variety of equipment, such as emulsion oilers, power curbers, sand and chip spreaders, vibraplates, power rammers, and walk-behind or ride-on rollers (2

• to 15-ton); Operates other vehicles and equipment, such as drum rollers, skid steers, tractors, skip loaders, front-end loaders, sweepers, forklift trucks, bobtails and large dump trucks and water and service trucks; Repairs and installs concrete, plastic, and metal culverts; Constructs, and/or repairs a variety of structures, erosion control, and drainage systems, such as french drains, blanket drains, washouts, landslides, gabion walls, criblocks and bin walls; Installs or removes fishing docks, diving docks and other heavy structures using approved rigging and winching techniques; Constructs and repairs fire, horse, and hiking trails using hand tools, chainsaws and other equipment; Checks grades and slopes using land level, builder's level and laser level; Constructs and repairs paved and rocked parking lots and staging areas; Reads and interprets survey stakes and blueprints; Transports vehicles, equipment, and materials to and from job sites, such as culverts, sand, gravel, asphalt, sand and rip-rap; Organizes and leads crews in the construction and repair of asphalt roads; Removes or reduces road hazards using a variety of methods, techniques, and tools, such as crack sealers, slurry seals, cold patches and hot mixes; Makes decisions in the field with respect to design and construction; Performs work in construction, alteration, and repairs of miscellaneous items; And performs duties of lower level classifications as required.

OTHER FUNCTIONS & DUTIES

: Assists with special events; Attends meetings; Maintains tool inventories, replenishes appropriate materials as necessary; Maintains personal protective gear; May conduct pest management; Performs resource protection and management and wildlife and rangeland preservation; Researches proper location and protection of surveillance cameras; Installs and maintains cameras; Fills water tanks using fire hydrants; Responds to emergencies, such as medical, searches, park fires and other requests for aid as necessary; And performs related duties as assigned.

Minimum Qualifications Education :

Equivalent to the completion of the twelfth grade,

AND Experience :

Five years of experience in maintenance, construction or similar work environment which demonstrates the ability to perform the duties of this classification, OR Three years of experience in the East Bay Regional Park District classification of Park Ranger.

License or Certificate :

Possession of a valid Class C California Driver's License is a condition of initial and continued employment in this classification.

Additional Information Knowledge and Abilities :

Perform a variety of maintenance and repair skills; Operate and maintain a variety of tools, equipment, and vehicles; Inspect work sites to determine scope of work, materials and equipment needed; Anticipate difficulties which may be encountered; Lift and/or move up to 60 pounds; Direct and coordinate crews in scheduling, organizing, and completing projects, including outside contractors; Work outside and under adverse working conditions, including the ability to walk on steep and/or uneven terrain; Learn the use of chainsaws, skid steers, forklifts, rigging/winching, and hazardous tree and pest management; Make independent decisions, considering and evaluating relevant facts, alternatives and consequences; Act quickly and calmly during emergencies; Maintain records and prepare complete and accurate reports; Learn boat and water safety and operate a water craft; Learn water chlorination systems; Safely work in inclement weather conditions; Identify hazardous conditions; Learn basic wildlife, vegetation and geographic features found in Park District parks; Operate office equipment including computers and supporting word processing, spreadsheet, and database applications; Communicate clearly and concisely, both orally and in writing; Establish and maintain effective working relationships with those contacted in the course of work at all levels, including a culturally diverse public, with a focus on quality service to internal staff and external customers.

Conditions of Employment:

regulations, Title 8, 5144 (c) (g) (l) (A) (l.), incumbent shall not facial hair (e.g. beards, long sideburns, etc.) that impedes the effectiveness of the respirator

Del Valle Regional Park :

Positions are to provide maintenance for buildings, ground and mechanical systems at Camp Arroyo and may be required to provide assistance as needed at Del Valle Regional Park.

Contra Costa Trails and Roads and Trails Units :

Possession of a valid Class A California Driver's License with a satisfactory driving record is a condition of initial and continued employment. The license must be obtained within six (6) months of appointment into the position. Failure to obtain or maintain the license will result in the incumbent being removed from the position. A 5% salary differential is authorized as long as a current license is maintained. Incumbents will not be eligible for acting pay and commercial driver's license incentive when transporting.

Union Affiliation:

East Bay Regional Parks Employees, Local 2428, American Federation of State, County & Municipal Employees (AFSCME), AFL-CIO, represents this classification. Wages, hours, and other terms of conditions of employment are covered in a Memorandum of Understanding (MOU) between the Park District and Local 2428. The probationary period for this classification is nine (9) months. The District reserves the right to set up a written test, performance test, and/or other assessment procedures before or after the interview process .
