Job Description
SUMMARY OF JOB PURPOSE
The Animal Shelter Director is responsible for managing and directing the daily operations of the County Animal Shelter. This position oversees animal intake, care, and adoption programs; ensures compliance with Kentucky Revised Statutes (KRS), state regulations, and county ordinances; and promotes the humane treatment of animals. The Director supervises staff, manages the shelter budget, coordinates with veterinarians and rescue partners, and develops public outreach programs to increase adoptions and responsible pet ownership.ESSENTIAL FUNCTIONS

Incumbent(s) may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills.- Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public;
- Provides information and advice to the Judge Executive and County Magistrates on strategic planning and accomplishment of County goals and objectives;
- Direct daily operations of the County Animal Shelter, including intake, housing, medical care, adoption, rescue coordination, and euthanasia when necessary.
- Supervise, schedule, train, and evaluate shelter staff, volunteers, and contractors.
- Develop and enforce policies and procedures for animal care, facility maintenance, and staff safety.
- Ensure compliance with all applicable Kentucky laws, county ordinances, and animal welfare standards.
- Manage the shelter budget, including monitoring expenditures, revenues, and grant opportunities.
- Oversee shelter records, including animal intake, outcomes, adoptions, and compliance with reporting requirements.
- Coordinate veterinary services for spay/neuter programs, vaccinations, and medical treatment.
- Collaborate with animal control officers, local law enforcement, veterinarians, rescue organizations, and the public.
- Implement programs to promote adoption, foster care, and community outreach.
- Respond to public inquiries, complaints, and shelter-related issues.
- Ensure facility cleanliness, security, and compliance with health and safety regulations.
- Prepare and present reports to the Fiscal Court, County Judge/Executive, and community stakeholders.
- Develop educational programs on responsible pet ownership and community animal welfare.
- Ensures that staff follow all safety procedures and policies.

PTO QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. EDUCATION andEXPERIENCE
- Bachelor's degree in animal science, nonprofit management, public administration, or a related field; or
- High School graduate or GED equivalent with a minimum of four (4) years previous experience in animal sheltering, nonprofit leadership, or animal welfare; or
- Associate's degree and/or 3 years of experience in a related field or 5 years of experience Certification as an animal control officer from the National Animal Control Association/ Code 3 and associates, or a similar accredited training certification
- Must live in Carroll County or within close proximity to be able to respond to emergency calls within 30 minutes
- Valid driver's license
REQUIRED
KNOWLEDGE and SKILLS- Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline.
- Ability to perform basic mathematical calculations (i.e. volume, area, basic conversions, etc.)
- Computer applications related to the work (Microsoft Office, Excel, Word, and other trade related software packages.)
- Administrative principles and practices, including goal setting, program development, implementation and evaluation, and the management of employees through multiple levels of supervision.
- Standard office practices and procedures, including records management.
- Communicating effectively in oral and written forms.
- Knowledge of Kentucky animal shelter regulations, animal welfare practices, and shelter medicine basics.
- Strong leadership and staff management skills.
- Experience with budgeting, grant writing, and financial management.
- Ability to handle animals safely and humanely, including those with difficult temperaments.
- Proficiency in animal shelter management software, recordkeeping, and reporting
- Excellent communication, public relations, and conflict resolution skills.
- Ability to build positive relationships with community groups, rescue partners, and volunteers.
PHYSICAL DEMANDS & WORKING ENVIRONMENT
The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of the job. - Work is subject to performance in both indoor and outdoor environments; outside work occurs on a frequent basis and requires exposure to dust, fumes, or high noise levels and extreme weather conditions, and frequent travel.
- Work performed in an animal shelter environment with regular exposure to animals, noise, odors, and cleaning chemicals.
- Physical demands include standing, bending, lifting up to 50 pounds, and handling animals of various sizes and temperaments.
- Occasional evening, weekend, and on-call work required for emergencies and public events.
