UTILITY LABORER

00 per hour The Utility Laborer performs various tasks, such as street maintenance, park maintenance and general tasks relating the utilities. To operate such equipment and perform such labor as is necessary to accomplish the work. 
ESSENTIAL JOB
FUNCTIONSAssists in the construction of transmission, overhead distribution, underground distribution, and substation facilities.

Assists in the maintenance on transmission, overhead distribution, underground distribution, and substation facilities.

Picks up debris such as blow downs, brush and trash.

Assists in maintaining and repairing streetlights and vapor lights.

Assists in performing tree trimming in right of ways as directed or needed.

Installs and straightens street signs and posts.

Responsible for the maintenance of municipal facilities such as, downtown area, recreation areas, parks and cemeteries.

Repair streets with hot asphalt or cold patch.

Paint traffic markings on streets, crosswalks, parking lots and curbs.

Removes, leaves, weeds, brush and debris from drainage ditches, street curbs, medians, sidewalks and other City rights-of-way.

Plants, trims and waters shrubs, plants and flowers.

Empties trash containers in downtown area, park and recreational areas, including the Community Center.

Replenishes bathroom and cleaning supplies, clean facilities, including restrooms in the Community Center and Pavilion.

Store and restock cleaning/working supplies.

Assists in digging of pole and anchor holes and determining that they are in accordance with specifications.

Assists in framing of poles and removal/replacement of poles.

Places and removes cones, barricades, warning devices, and/or directs traffic at work sites to ensure safety of work crew and public.

Operates bucket truck and digger truck.

Assists in installing new primary and secondary electric service.

Performs required labor involved in construction and maintenance projects as part of a crew, pavement cutting, ditch digging, line cleaning, main and pipe repair, laying and backfilling. Make water service connections to water mains, including line tapping and valve installation. Cuts, fits, lays, repairs, taps, cleans and flushes water mains, pipe, gates, and fittings on repair of mains and services and installation of service, fire hydrants and assists in shutting off broken sections of water mains.

Performs building and ground maintenance as needed, including mowing, painting, cleaning, etc.

Determines the locations of water/wastewater lines from appropriate sources prior to excavation.

Responds to customer complaints by taking calls; recording complaints; and ensuring issues are addressed in a timely manner.

Maintains equipment by servicing vehicles or equipment with water, oil, gas and air; and cleaning, lubricating and maintaining tools and equipment.

Reads meters by exposing buried meters; accurately reading and recording water and electric usage; manually closing meter box lids; and pumping water out of meter boxes.

Provides customer service by answering questions; explaining how to read meters; re-reading meters if needed; notifying customers of leaks; turning water on or off; replacing or repairing meter boxes; and connecting or disconnecting meters.

Operates light equipment such as weed-eaters, mowers or similar simple mechanical equipment by operating the equipment for the purpose of maintaining lawns and shrubbery or cleaning areas.

Operates heavy equipment such as backhoes, cherry pickers, bucket trucks, digger trucks, excavators, motor graders or other similar complex mechanical equipment for the purpose of digging holes, back filling with various materials, and pick up various items.

Assists in the installation and/or repair of water, wastewater, storm drain lines and facilities by utilizing heavy equipment to dig trenches for pipe installation, ensuring proper bedding and backfill practices are used, and practicing safety of work crew and public in construction site area.

Maintains equipment by scheduling regular maintenance, ordering new equipment, supplies, tools, cleaning equipment after use, and training other employees on proper handling.

Submits recommendations concerning equipment and supply purchases.

Assists in repairs, construction and maintenance of water/wastewater main lines.

On a rotation of on call twenty-four hours per day, seven days per week as scheduled.

Must comply with city uniform policy and use of appropriate personal protective equipment.

Must be willing and able to work non-traditional hours, nights, weekends and holidays as needed.

Assists in operating flushing and rodding equipment.

Assists in installs of water meters and fire hydrant meters. Inspects meters and connections for defects, damage and unauthorized connections.

Reports leaks and other repair issues to the appropriate department.

Travels to attend training and conferences.

Works overtime as required to completes assigned tasks or respond to emergencies.

Uses a variety of hand and power tools in connection with duties, operates light, motorized equipment such as pick-up trucks, flatbed trucks and dump trucks.

Makes arrangements with contractors for jobs not performed by city personnel.

Participates in annual physical inventory.

Complete work orders and various other records pertaining to work activities. May temporarily be assigned to work with other city departments as needed.
JOB REQUIREMENTS
