SUMMARY:
HSE Manager (Construction) over multiple locations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Informs Project teams of HSE requirements and verifies they are incorporated into processes and procedures by subcontractors, engineering, and construction personnel.
  • Develops and provides project management team guidance utilizing the HSE MS Program in accordance with established polices, systems, processes, procedures and methods, client requirements and regulations.
  • Participates in meetings with customers, Project team members, and contractors/subcontractors to advise of Project-specific mitigation plans, HSE training program, and technical reports.
  • Develop, implement, and maintain the HSE training plan; and assist project management in the development of site-specific training material and programs.
  • Stops work in dangerous situations or conditions having imminent adverse HSE impact.
  • Provide advice to project management team on work practices that should be implemented before the work begins.
  • Conducts accident investigations and documents factors contributing to an incident, complete investigation reports, identifies corrective actions, and report results per Project procedure.
  • Coordinates inspection tours of regulatory compliance officers who are auditing the Project/facility for compliance with government HSE requirements. Accompanies the compliance officer(s) during the audit; ensures that all inspection reports are prepared and retained for legal defense should litigation result.
  • Conducts environmental compliance inspections of Project construction sites to monitor compliance with environmental requirements, contractual commitments, permits, and environmental management plans.
  • Interprets applicable HSE standards and provides advice to project management to integrate into projects and facilities processes and procedures.
  • Develops and maintains data base for risk, training, assessment, loss and near-loss events, safety reporting processes, including incident investigations, safety meetings, and corresponding action reports.
  • Prepares and issues monthly HSE performance reports.
  • Assists team in development of HSE processes and procedures (Permit to Work, Confined Space Entry, Fall Protection, Waste Management, Spill Preparedness and Response, Emergency Response, etc.).
  • Maintains positive relationships with Line Supervision, Subcontractors, and regulatory enforcement representatives.
  • Supports implementation of Environmental Management Plan, Construction Environmental Control Plan, and other related Environmental plans.
  • Facilitates environmental training so that training is consistent with the Project goals and procedures.
REQUIRED SKILLS/ABILITIES
  • Extensive knowledge of
OSHA & USACE
regulations and policies.
  • Excellent analytical and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Excellent organizational skills and attention to detail.
  • Proficient in technology and equipment used in environmental and safety inspections.
  • Competent Person in Fall Protection (24 hour).
  • Proficient in Microsoft Office or similar software.
EDUCATION and/or
EXPERIENCE
  • Hold a bachelor's degree in Environmental or Occupational Health & Safety from an accredited university with at least 5 years related experience in Health, Safety & environment from an accredited university with at least 5 years related experience in Health, Safety & environment
  • OR 10 Years of Construction HSE Experience with 5 Years' experience in a supervisory role.
  • CHST or similar HSE certification
  • EM-385 certification.
  • Environmental background a plus.
  • Industrial Hygiene experience a plus.
PHYSICAL REQUIREMENTS
  • Specific vision abilities required by this job include close vision, color vision, depth perception, and the ability to adjust focus.
  • Physically able to conduct inspections and carry equipment used for inspections.
  • Must be able to frequently walk, stand, sit, for prolonged periods of time.
  • Climb ladders and or stairs unassisted.
  • Must be able to lift up to 25 pounds at a time.
