Job Description

Purpose The Project Manager oversees all aspects of borrow pit projects from pre-construction through final delivery. This includes project planning, budgeting, scheduling, loading, weighing, ticketing, and on-site supervision. Projects typically involve roadways, site development, underground utilities, and civil infrastructure. The Project Manager ensures work is completed safely, on time, within budget, and to company standards. Responsibilities Promotes a culture of safety and enforces safety protocols on all job sites. Plans and manages borrow site projects from start to finish. Exercises independent judgment and discretion in planning, prioritizing, and directing project activities to achieve schedule, budget, quality, safety, and contractual objectives. Evaluates project conditions, risks, schedule impacts, cost issues, and operational challenges and determines appropriate corrective actions within the scope of assigned authority. Leads project kickoff meetings, schedules, and coordination of field operations. Prepares and maintains project budgets, cost tracking, and financial forecasts. Reviews project costs, forecasts, and potential variances and recommends or implements corrective actions to maintain project financial objectives. Develops and maintains construction schedules using tools such as MS Project or Primavera. Makes day-to-day project decisions regarding scheduling, sequencing of work, resource coordination, and resolution of project issues without requiring routine supervisory approval. Coordinates with engineers, subcontractors, suppliers, and internal teams. Oversee subcontractor performance and ensure adherence to specifications and timelines. Evaluates subcontractor and vendor performance and addresses performance, scheduling, quality, and contractual concerns as appropriate. Performs regular site visits to monitor work progress and ensure safety compliance. Resolves conflicts or issues that arise during the project lifecycle. Reviews and evaluates RFIs, submittals, change conditions, and change orders and makes recommendations or decisions within assigned authority. Escalates matters requiring senior-management approval while independently resolving routine and moderately complex project matters within established authority. Ensures quality control and document all inspections and approvals. Maintains communication with clients and stakeholders throughout the project. Serves as a primary point of contact for assigned projects and represents the Company in communications with clients, engineers, subcontractors, vendors, and other stakeholders. Generates reports on project status, changes, risks, and progress. Represent Garcia with high integrity, a team-oriented perspective, and emphasis on successful relationship building, consistent with core values. Perform all other duties as assigned. Knowledge, Experience and Skills Required 5+ years of experience managing heavy civil or horizontal construction projects. Proven knowledge of grading, utilities, paving, and related site development. Proficiency in project management software and construction technology. Strong understanding of construction contracts, submittals, RFIs, and change orders. Strong knowledge of industry standards, government safety and occupational health and safety requirements. Sound judgment, problem-solving skills, and decision-making abilities. Desire to self-manage and assume ownership over job responsibilities. Strong leadership, organizational, time management and planning skills. Ability to communicate, professionally, in both oral and written format. Excellent recordkeeping abilities. Demonstrate the highest degree of integrity and confidentiality. Valid driver's license and willingness to travel to job sites as needed.. Knowledge, Experience and Skills Desired Bachelor's degree in Construction Management, Civil Engineering, or related field preferred. Microsoft Office Suite. Bilingual (English and Spanish). Physical Requirements Lift at least 50 lbs. regularly or as otherwise established due to physical limitations. Endure continuous standing, walking, bending, kneeling, stooping, crouching, crawling, and climbing on a regular basis. Ability to work outside of normal business hours and weekends in response to short-term company needs and/or emergencies. Ability to travel throughout job sites as required (including out of state jobs). Ability to access heights above ground level via ladders, construction equipment, etc. Ability to wear and maintain appropriate personal protective equipment such as, but not limited to, safety shoes, hard hats, safety glasses, gloves, hearing protection, fall protection harness or other personal protective equipment in designated areas of risk. Ability to work outside in varying weather and temperature conditions. Duties are subject to change according to the goals and requirements of the company.
