POSITION SUMMARY
Apartment Manager for HUD property provides on-site apartment management. Works closely with staff, applicants and residents to provide quality care through promotion of health and social services including economical, spiritual and emotional needs of residents.
OVERVIEW & RESPONSIBILITIES
  • Manages the daily operations of an apartment site, including working with residents and supervising office, service coordinator, maintenance and custodial staff.
  • Supervises, evaluates and signs e-time cards for Assistant manager, management assistant, service coordinator, maintenance supervisor, custodian and bus driver.
  • Performs duties as a member of tenant selection team and ensures the completion of work necessary for HUD subsidized apartments.
  • Maintains close liaison with Housing Operations Manager(s) in coordinating the filling of turnover apartments.
  • Reviews documents for complete information, coordinates unit preparation for tenant move-ins.
  • Advise tenants of all payment procedures and ensure follow-up in case of non-payment of rent or other assessed fees.
  • Supervise Assistant Manager and Management Assistant in the fulfillment of assigned duties pertinent to that job description.
  • Works with the Property Supervisor to develop work schedules for the maintenance and custodial staff; to purchase appropriate equipment and supplies which will assure proper cleanliness of apartments, common areas, sidewalks, parking lots and grounds.
  • Monitors work order procedures to ensure prompt and efficient service for residents.
  • Monitors cost, timeliness and quality of work performed by staff throughout the site.
  • Interview and hire new employees for apartment staff.
  • Conducts at least one walk-through inspection of entire building and grounds quarterly; makes daily spot checks of heavy traffic areas to ensure a high level of sanitation and safety. Accompany housing manager(s), HUD and local authorities or inspectors on any special or recurring inspections.
  • Develops and supervises monthly activity programs.
  • Revise and updates instructions for security personnel and resident assistants to ensure optimum safety and efficiency.
  • Conducts at least one fire drill annually for all tenants, unless otherwise directed by the local fire department.
  • Advise the Resident Council and any special committees working to improve the life style in the apartments.
  • Appoints, supervises and follow-up with Floor Captains on a daily basis to ensure proper implementation of I'm OK program.
  • Attends required meetings and in-services of Cardinal Ritter Senior Services.
  • Follows all applicable policies and procedures to include those implemented by HUD and Cardinal Ritter Senior Services.
  • Monitors monthly budgetary line items and informs supervisor(s) about discrepancies. Recommend action when necessary in order to remain within the budget.
  • Utilizes the chart of accounts for coding and approving expenditures. Verifies the amounts, completion of work, and receipt of materials and submits expenses for payment on a weekly basis.
  • Order office supplies through Coupa System
  • Responsible for ensuring staff follows HR Policies and Procedures.
  • Performs other duties as assigned.
KNOWLEDGE & EXPERIENCE REQUIREMENTS
  • Associate degree in Business Administration or Accounting is desired.
  • Certification, or the ability to be certified, by an agency such as Quadel, is required. If employee is not certified, agency will send employee up to the maximum of 2 training sessions and testing to get certification. If employee is unsuccessful, employee will have to step down from position.
  • Experience in apartment management is preferred.
  • Knowledge of HUD and EIV preferred
  • Knowledge of and experience working with computer, capable of using Excel and Word programs in Microsoft is necessary.
