Job Description

MTSI is seeking a Basing/Fielding Program Manager with a strong logistics background to support an AFLCMC System Program Office (SPO). The manager will be responsible for the comprehensive planning, coordination, and execution of site activation and the fielding of multiple platform systems and subsystems to operational units worldwide. As the primary liaison between the User community, the SPO, relevant MAJCOMs, and host installations, the manager will lead the development of the overall basing and fielding strategy. They will integrate critical information regarding site suitability, facilities requirements, environmental impacts, support equipment, supply, and personnel to create a cohesive fielding plan. They will be responsible for ensuring this integrated plan is effectively translated into site activation directives, delivery schedules, and coordinated support plans for the gaining commands. This includes managing the Total Force Integration and validation process to ensure operational units are fully equipped, trained, and ready to safely and effectively employ the weapon system(s) upon delivery. The manager will ensure timely actions and resources are aligned to meet beddown schedules and will oversee site activation reviews with all appropriate organizations. MTSI is seeking a Basing/Fielding Program Manager with a strong logistics background to support an AFLCMC System Program Office (SPO). The ideal candidate must have significant experience with USAF site activation, logistics planning, and fielding processes, with deep familiarity in maintenance and product support principles and technical data (such as
AFI 10-503, TO 00-5-1, TO
00-20-1, and
AFI 21-101
). They must be able to communicate effectively to enable the successful execution of the SPO's mission. The individual will work within highly classified workspaces (Top Secret (TS) Special Access Program (SAP) and Sensitive Compartmentalized Information (SCI) environments) daily and must have experience working with SAP and other highly classified documents. Responsibilities:
Your essential job functions will include but may not be limited to: Lead the development and execution of the program's overall Basing and Fielding Plan, serving as the SPO's lead integrator for all site activation activities. Act as the primary SPO liaison for basing and fielding, coordinating between the SPO, MAJCOMs, gaining units, host wings, and facilities/civil engineering stakeholders. Lead site survey teams and analyze site survey results to assist the MAJCOM in making beddown decisions and developing site-specific activation plans. Ensure all elements of product support (e.g., spares, support equipment, tools, technical data) are integrated into the fielding plan and scheduled for delivery to support Initial Operational Capability (IOC) dates. Integrate critical inputs from a wide range of stakeholders—including facilities, logistics, security, personnel, and finance—to create and manage an Integrated Translate the fielding strategy into actionable directives, delivery orders, and formal transfer documentation (e.g., DD-250, DD-1149) for the gaining operational units. Manage the on-site validation and verification process to ensure the location is fully prepared and all delivered assets, support equipment, and facilities are ready for mission operations. Track and report on bed down progress, ensuring timely execution of the fielding plan, and lead site activation working groups and reviews with all partner organizations. Coordinate with training and personnel teams to ensure operators and maintainers are identified, trained, and in place to align with the system delivery and activation schedule.
Qualifications Required:
Master's degree and 4+ years' project management experience, or bachelor's degree and 6+ years' project management experience, associate's degree and 8+ years' project management experience, or high school diploma (or GED) and 11+ years' project management experience.
