Job Description
Project Manager / Estimator Heavy Civil Construction We are seeking an experienced Project Manager / Estimator to lead heavy civil construction projects from preconstruction through closeout. This is an opportunity to join a growing contractor with a strong backlog of municipal, roadway, paving, underground utility, and site development projects. The ideal candidate will have a proven track record managing public works projects, preparing competitive estimates, and delivering projects safely, on time, and within budget. Responsibilities Manage heavy civil construction projects from bid award through final closeout. Prepare cost estimates, quantity takeoffs, and bid proposals. Review plans, specifications, geotechnical reports, and contract documents. Solicit and evaluate subcontractor and supplier pricing. Develop project budgets, schedules, and cost forecasts. Monitor job costing, profitability, and cash flow throughout the project lifecycle. Coordinate field operations with Superintendents and project teams. Manage subcontractors, procurement activities, and material suppliers. Prepare and negotiate change orders and contract modifications. Track labor, equipment, production, and material costs. Oversee project scheduling and ensure key milestones are achieved. Manage RFIs, submittals, pay applications, and project documentation. Communicate regularly with owners, engineers, inspectors, municipalities, and clients. Ensure compliance with contract requirements, safety standards, and quality expectations. Mentor Project Engineers and support the development of junior staff. Qualifications 5+ years of heavy civil construction experience. Proven success estimating and managing public works projects. Experience with projects ranging from $500K to $15M+ . Strong experience in one or more of the following: Roadway and paving construction Site development Earthwork and grading Underground utilities (water, sewer, and storm) Concrete structures Municipal and civil infrastructure projects Experience working with city, county, utility district, or DOT projects is highly preferred. Strong understanding of budgeting, forecasting, scheduling, cost control, and change management. Ability to interpret plans, specifications, and contract documents. Excellent leadership, communication, and organizational skills. Preferred Qualifications Bachelor's degree in Construction Management, Civil Engineering, or a related field. Experience with industry-standard project management and estimating software. Strong relationships within the Pacific Northwest construction market. Why Join Us?
