Claremont Property Company is a growing construction and real estate development company with operations in multiple Gulf Coast and East Coast States. We are expanding our residential development platform and are looking for an experienced Pre-Construction & Land Development Project Manager who knows how to take a tract of raw land and turn it into a fully approved, entitled, engineered and construction-ready residential development project. This is a hands-on development position for someone who understands that successful homebuilding starts long before the first house is designed. The right candidate will be capable of evaluating raw land, understanding its development potential, coordinating due diligence, navigating zoning and entitlement processes, managing engineers and consultants, obtaining governmental approvals, developing infrastructure plans and budgets, and ultimately delivering finished or construction-ready residential lots to the homebuilding team.
THIS IS NOT JUST A PRE-CONSTRUCTION POSITION.
You will be involved from the finding the land opportunity through development approval and delivering a construction ready site to our construction team. The person in this position will help Claremont identify opportunities, determine what can be built, establish the development strategy, coordinate the approval process, and move projects toward construction. The successful candidate must be able to identify potential problems with a property before they become expensive problems during development. The ultimate objective is to take raw land and create buildable residential lots. The Preconstruction and Land Development Project Manager will coordinate the entire process necessary to deliver ready to build lots that are ready for vertical construction.
WHAT A TYPICAL DAY LOOKS LIKE AS A PRE CONSTRCTION PROJECT MANAGER
This position isn't about managing paperwork. You will help identify the land. You will determine what can be built. You will help determine how it should be developed. You will coordinate the engineers. You will work with the municipalities. You will obtain the approvals. You will help establish the budgets. You will coordinate the infrastructure. And ultimately, you will hand the construction team a development that is ready to build homes.
THE IDEAL CANDIDATE
We are looking for an experienced land-development professional who understands the entire development process. The ideal candidate will have experience taking raw land and turning it into a residential community. You should be able to look at a tract and begin asking: How many lots can we build? What will it cost? What approvals do we need? What infrastructure will be required? What are the risks? How long will it take? What will the finished lots be worth? What type of homes should we build? Can we make the project profitable?

KEY RESPONSIBILITIES LAND IDENTIFICATION & DEVELOPMENT OPPORTUNITIES
Identify and evaluate tracts of raw land suitable for residential development. Research potential development opportunities in targeted markets. Analyze property location, surrounding development, access, utilities, schools, employment centers, demographics and market conditions. Review available zoning, land-use and development regulations. Determine the potential number and type of residential lots that may be developed. Work with management to establish preliminary development concepts. Assist in evaluating land acquisition opportunities from a development perspective. Prepare preliminary site-development budgets and financial assumptions. Identify potential development risks during due diligence period.
LAND DUE DILIGENCE
Lead and coordinate the due-diligence process, including: Boundary and topographic surveys Environmental studies Wetland investigations Floodplain and drainage studies Geotechnical investigations Soil testing Utility availability Roadway access Traffic requirements Easements and restrictions Existing encumbrances Title matters Development restrictions HOA requirements Municipal requirements Impact fees Infrastructure requirements Off-site improvement requirements
ENTITLEMENTS & GOVERNMENTAL APPROVALS
Coordinate the process required to obtain approvals necessary to develop the property, including: Zoning Final plats Site plans Development plans Subdivision approvals Variances Municipal development agreements Utility approvals Roadway approvals Drainage approvals Stormwater approvals Environmental approvals HOA documentation Other governmental and regulatory approvals Develop and maintain an entitlement schedule showing every required approval, responsible party, submission date, review period and anticipated approval date.
ENGINEERING & CONSULTANT MANAGEMENT
Manage and coordinate the consultants required to move a property from raw land to an approved development.
This may include:
Civil engineers Surveyors Geotechnical engineers Environmental consultants Traffic engineers Landscape architects Architects Land-use attorneys Planners Utility consultants Wetland consultants Other specialty consultants Review consultant proposals, scopes of work, schedules and invoices. Coordinate consultants to ensure that all disciplines are working toward the same development plan and schedule.
SITE DEVELOPMENT
Work closely with civil engineers and contractors to develop the infrastructure plan for each project.
Responsibilities may include coordination of:
Roads Streets Curbs and gutters Sidewalks Storm drainage Detention/retention Water Sewer Utilities Street lighting Landscaping Common areas Amenity areas Entry features Signage Gates Fencing Other horizontal improvements Develop realistic budgets for horizontal development and continuously monitor projected costs against approved budgets.
RESIDENTIAL LOT DEVELOPMENT
This includes coordinating: Lot layouts Lot dimensions Building setbacks Grading Drainage Utility locations Street construction Infrastructure Finished elevations Building pads Easements Home plans Community amenities HOA requirements Municipal requirements Lot acceptance Work closely with the residential construction team to ensure that the development being designed can actually be built efficiently and profitably.
PRE-CONSTRUCTION & HOME DESIGN COORDINATION
Coordinate with the homebuilding team during the transition from land development to vertical construction.
Responsibilities include:
Establishing preliminary home product requirements. Reviewing lot sizes and home footprints. Coordinating home plans with development restrictions. Evaluating setbacks and building envelopes. Coordinating architectural requirements. Identifying opportunities for standardized home plans. Coordinating plan review and approvals. Developing preliminary vertical construction budgets. Coordinating model homes where applicable. Establishing construction sequencing. Identifying long-lead infrastructure and construction requirements.
BUDGETING & FINANCIAL ANALYSIS
Work closely with company leadership to establish and maintain development budgets.

Land development budgets Infrastructure budgets Engineering and consultant budgets Governmental fees Permit fees Impact fees Off-site improvements Contingencies Horizontal construction costs Vertical construction assumptions Cost per lot Cost per square foot Development cost per acre Estimated finished lot value Preliminary project profitability The candidate must understand how decisions made during land development affect the ultimate cost and profitability of each home and the overall development.
PROJECT SCHEDULE
Develop and maintain a comprehensive development schedule from acquisition through construction readiness.
The schedule should identify:
Land Acquisition → Due Diligence → Entitlements → Engineering → Approvals → Platting → Permitting → Infrastructure → Finished Lots → Vertical Construction Identify critical-path items and aggressively manage delays.
CONTRACTOR & VENDOR MANAGEMENT
Assist with selecting and managing: Civil contractors Site contractors Utility contractors Surveyors Engineers Consultants Environmental contractors Testing companies Other development vendors Obtain and evaluate proposals and assist in negotiating scopes, pricing and contracts.
COORDINATION WITH GOVERNMENT AGENCIES
Establish professional working relationships with: Cities Counties Municipal utility districts Water districts Planning departments Building departments Engineering departments Transportation agencies Environmental agencies Utility providers Other governmental entities The successful candidate should be comfortable sitting across the table from government officials, engineers and consultants and moving complicated projects toward approval.
REQUIRED EXPERIENCE
Minimum 5 years of experience in residential land development, homebuilding, real estate development, civil construction or related field. Demonstrated experience taking raw or undeveloped land through entitlement and development. Experience with residential subdivisions and individual residential lots. Strong understanding of zoning, platting and governmental approval processes. Experience managing civil engineers, surveyors, environmental consultants and other development professionals. Experience developing and managing land-development budgets. Strong understanding of horizontal construction. Ability to read and understand civil plans, surveys, plats and development documents. Strong understanding of residential construction. Excellent project management and organizational skills. Strong negotiating and communication skills. Ability to manage multiple projects simultaneously. Ability to work independently and make sound development decisions.
