: The purpose of the Inspection and Leasing Coordinator position is to ensure that HCV program participants are provided with quality and affordable housing opportunities. Representing the Authority as an ambassador in the community, this key role conducts housing inspections and performs a variety of duties both in and outside of the office. Maintain compliance with the City of Goleta's affordable homeownership housing programs.SUPERVISION RECEIVED AND EXERCISED
: Receives immediate direction and supervision from the HCV Manager.ESSENTIAL FUNCTION STATEMENTS
- Essential and other important responsibilities and duties may include, but are not limited to the following:ESSENTIAL FUNCTIONS
Maintain compliance with the City of Goleta's affordable homeownership housing programs. Keep current on all updates and changes in assigned affordable housing program monitoring requirements for the assigned affordable homeownership program. Explain and maintain lottery results and records relevant to future homeownership programs; Verify and track compliance of existing homeowners and certify applicants for future properties. Take corrective action when homeowner is found to be out of compliance; Respond to compliance-related questions from City of Goleta staff and ensure that homeownership units are 100% in compliance with existing covenants. Perform a defined quantity of Quality Control Inspections. Explain the housing inspection program to landlords, owners, and tenants in a way that is understandable; Negotiate rent with owners, confirm and calculate utility allowance, determine and document rent reasonableness. Negotiate with landlords to promote de-concentration of HCV voucher holders. Coordinate and schedule inspection appointments; Coordinate with outsourced Housing Quality Inspections (HQS) team to ensure timely inspections at admission and relocation to HCV program. Perform all quality control inspections Visually inspect private housing units for safe and sanitary conditions; prepare detailed housing condition reports on findings Determine housing unit conformance with established housing quality standards; make recommendations for improved safety and cleanliness. Determine the necessity for repairs; discuss the responsibility for damage repairs with owners and tenants. Perform follow up inspections to determine if required repairs have been completed. Facilitate and mediate communication with assigned clients and landlords, as needed. Perform urgent inspections when outsourced inspections fail to perform. Perform the Rent Reasonableness test and comprehensive rent analysis. Perform pre-lease and post construction basic inspections as needed. Requires valid California Driver's License and driving record acceptable to HA insurance carrier.HASBARCO

Knowledge of:
Microsoft Office; Client database software, YARDI preferred Local Housing Quality Standards (HQS) to determine eligibility for safe and sanitary housing Basic construction and maintenance/repair processes and materials Operations, services and activities of a Housing Choice Voucher (HCV) program Basic real estate practices, including tenant and landlord obligations English usage, spelling, grammar and punctuation Pertinent Federal, State and local codes, laws and regulations; Local building codes Ability to: Thrive in a fast-paced environment and enjoys a diversity of customers Travel to privately owned properties to conduct inspections on housing quality standards Demonstrate responsible personal and professional conduct, which contributes to the overall mission and goals of the Agency; accept personal responsibility for the quality and timeliness of work Perform mathematical calculations in accordance with housing inspections and rent reasonable process Interpret, apply and explain applicable laws, codes and regulations pertaining to HCV programs Maintain complete and accurate records, files and documents Follow established procedures during a crisis situation Understand and follow oral and written instructions Establish and maintain effective working relationships with those contacted in the course of work Maintain mental capacity that allows the capability of making sound decisions and demonstrating intellectual capabilities Become INSPIRE certified within 6 months of hire dateCompetencies:

A typical way to obtain the knowledge and abilities would be:Experience :
Three years of experience in building maintenance, construction, property management, housing programs, safety inspections, and/or real estate appraisals.Training :
Graduation from high school or GED equivalent.License or Certificate :
Proof of valid California Driver's License and driving record acceptable to HA insurance carrier.WORKING CONDITIONS
Environmental Conditions :
Field environment; travel from site to site; exposure to noise, dust, grease, smoke, fumes, gases, inclement weather conditions; moving objects/vehicles.Physical Conditions :
