Minimum 7+ years supporting civil construction on utility-scale power generation, industrial, energy, or heavy civil projects, with preference for simple-cycle, combined-cycle, renewable, or other large capital projects. Demonstrated experience serving as an Owner's Representative or Civil Field Engineer, overseeing EPC contractors and subcontractors to ensure work complies with contract documents, engineering specifications, quality standards, and project requirements. Strong hands-on knowledge of site preparation, earthworks, grading, piling, foundations, structural concrete, underground utilities, drainage systems, road construction, and structural steel interfaces, including the ability to identify constructability and sequencing issues. Experience reviewing contractor submittals, method statements, Inspection & Test Plans (ITPs), issuing and tracking non-conformance reports (NCRs), conducting field inspections, and ensuring civil work meets project quality standards and applicable codes. Proven ability to coordinate civil interfaces with mechanical and electrical disciplines while maintaining compliance with OSHA, environmental regulations, and owner safety standards. Experience participating in daily coordination meetings (POD/EOD) and working effectively with owners, EPC contractors, and regulatory agencies is essential.

Job Summary :

We are seeking an experienced Civil Owner's Representative who will serve as the owner's field authority for all civil and structural works within the power plant project. This role is responsible for overseeing civil construction activities performed by the EPC contractor and subcontractors, ensuring alignment with project specifications, design requirements, and the owner's standards for execution and performance. The Civil Owner's Representative will focus on verifying construction readiness, identifying constructability issues, and ensuring that all civil works are completed in accordance with applicable standards and best practices to support long-term asset integrity and performance.

Essential Duties and Responsibilities :

Serve as the owner's on-site representative for civil works. Verify construction activities comply with contract and design documents. Review contractor-submitted plans, procedures, method statements, and inspection & test plans. Identify and formally document contractor scope deviations, non-conformances, and contract deficiencies. Issue owner Non-Conformance Reports independently of contractor QC; track resolution to the owner's satisfaction. Oversee site preparation, grading, and earthworks. Verify compaction and geotechnical requirements. Monitor installation of foundations and concrete works. Oversee underground utilities and drainage systems. Monitor road construction and site infrastructure. Review contractor plans and resolve field issues. Monitor progress and identify risks. Coordinate civil interfaces with other disciplines. Ensure the EPC contractor complies with the contractual EHS obligations, the owner's safety standards, and all applicable regulatory requirements (OSHA, EPA, NFPA, local AHJs). Conduct independent safety audits, site walks, and behavioral observations; escalate deficiencies directly to owner leadership when contractor response is inadequate. Maintain the owner's right to stop work for imminent safety hazards. Utilize Project Team, Invenergy's construction management software, for field reports, documentation storage and review and any other applicable tasks. When not on the Project site, Owner's Representative may participate in virtual meetings, or review documentation for the Project.

Job Requirements :

Strong knowledge of civil construction activities in power plant projects (earthworks, grading, piling, concrete, drainage, roads, structural steel interfaces). Ability to interpret IFC drawings, specifications, geotechnical reports, civil calculations, and survey data. Working knowledge of applicable standards (ACI, ASTM, AASHTO, OSHA, environmental regulations). Experience reviewing contractor submittals, method statements, and ITPs Strong QA/QC understanding for civil works. Experience in managing interfaces between civil, mechanical, and electrical disciplines. Strong field inspection and documentation skills. Ability to identify constructability issues and sequencing conflicts Ability to build and maintain effective working relationships with owners, contractors, and regulatory representatives. Ability to work in active construction environments. Active participation in daily coordination forums such as Plan of Day (POD), End of Day (EOD), and all-hands meetings. Capable of working in and around energized or potentially energized electrical environments in accordance with safety standards and procedures. Education /

Experience :

7+ years of civil construction experience supporting utility-scale power generation, industrial, energy, or heavy civil projects. Previous experience on simple-cycle, combined-cycle, renewable energy, utility infrastructure, or other large capital construction projects preferred. OSHA 30 certification preferred; First Aid/CPR certification is a plus.
