We're seeking an experienced Water/Wastewater Pipeline Resident Project Representative (RPR) to support the construction of critical water and wastewater infrastructure projects throughout the El Paso area. In this role, you'll serve as Jacobs' on-site representative, providing construction observation and documentation to help ensure projects are delivered safely, efficiently, and in compliance with contract documents, engineering standards, and client requirements. Working directly with contractors, engineers, utility owners, and project managers, you'll play a key role in supporting the successful delivery of water distribution and wastewater collection systems. Your field expertise and attention to detail will help ensure quality construction while maintaining accurate project records and facilitating communication among project stakeholders. Key Responsibilities On site observation of pipeline construction to verify compliance with contract documents and specifications. Documenting and reporting non conforming work, including deviations from plans, materials, or installation procedures. Conducting final inspections to confirm all punch list items and contract requirements are completed. Monitoring installation of water distribution and wastewater collection systems, including excavation, pipe laying, bedding, backfill, and testing. (Supported by pipeline technician duties) Assisting with inspection of valves, manholes, lift stations, service connections, and appurtenances as part of system installation. (Supported by water/wastewater pipeline operations tasks) Verifying contractor compliance with safety requirements, including trench safety, confined space entry, and equipment operation. Maintaining daily field reports, photos, quantities, and progress logs for engineering and owner review. Coordinating with engineers, contractors, and utility staff to resolve field issues and clarify design intent. Observing pressure tests, leakage tests, mandrel tests, deflection tests, and disinfection procedures for water and wastewater pipelines. Tracking materials delivered and installed, ensuring correct pipe type, diameter, fittings, and joint systems. Supporting change order documentation by identifying field conditions that differ from design. Ensuring environmental compliance, including erosion control, dewatering, and proper handling of wastewater flows during bypass operations. Here's what you'll need 8+ years of experience in water, wastewater, underground utility, or pipeline construction. Proven experience serving as a Resident Project Representative (RPR), Construction Inspector, or Owner's Representative. Strong understanding of water distribution and wastewater collection systems. Experience with pipeline materials including PVC, DIP, HDPE, FRP, and associated appurtenances. Ability to read and interpret construction drawings, specifications, shop drawings, and submittals. Working knowledge of OSHA regulations and construction safety practices. Strong written and verbal communication skills with the ability to prepare detailed field documentation. Proficiency with Microsoft Office and electronic reporting systems. Ability to work outdoors in varying weather conditions and traverse active construction sites. The base salary range for this position is $80,000.00 to $115,000.00; though will be paid hourly based on hours worked. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
