Position Summary Broadband Construction Services (BCS) is seeking an experienced Locate Technician / Fiber Construction Inspector with Ground Penetrating Radar (GPR) knowledge to support underground fiber-optic construction operations. This position is responsible for identifying and marking existing underground utilities, performing GPR scans when required, supporting safe excavation and directional drilling operations, and inspecting fiber construction for compliance with customer specifications, permits, safety requirements, and BCS quality standards. The ideal candidate understands both utility locating and underground fiber construction and can work directly with HDD, excavation, plowing, and fiber crews to reduce utility damage, verify construction quality, and maintain accurate field documentation. Key Responsibilities Perform utility locating for proposed underground fiber construction routes. Use GPR equipment to identify underground utilities, structures, conduits, and other subsurface features when conventional locating methods are insufficient. Operate electromagnetic locating equipment, sondes, transmitters, and other locating tools. Review 811 markings, utility records, prints, construction plans, redlines, and field conditions before construction begins. Perform additional verification of critical utility crossings and high-risk bore locations. Support HDD crews by identifying utilities and assisting with safe bore-path planning. Verify potholes/spot holes and utility depths before drilling or excavation. Identify discrepancies between prints, existing markings, and actual field conditions. Stop or escalate work when an unknown utility, unsafe condition, or potential conflict is identified. Inspect directional drilling, trenching, plowing, conduit placement, handholes, fiber placement, restoration, and other OSP construction activities. Verify required depth, separation, conduit configuration, handhole placement, bore path, and restoration. Monitor crews for compliance with project specifications, permits, customer requirements, and BCS safety procedures. Document construction using GPS coordinates, photographs, measurements, bore information, redlines, and daily inspection reports. Verify completed quantities and footage for production and invoicing. Assist with damage investigations and determine whether utilities were properly marked and verified before construction. Communicate field issues immediately to BCS Operations and QC management. Coordinate professionally with subcontractors, customers, utility owners, inspectors, and project management. Maintain GPR and locating equipment and ensure equipment is calibrated and ready for field use. Required Qualifications Experience with underground utility locating, OSP fiber construction, HDD, or similar underground construction. Working knowledge of Ground Penetrating Radar (GPR) and interpretation of GPR data. Experience using electromagnetic utility locating equipment. Understanding of telecommunications/fiber construction practices. Ability to read construction prints, utility maps, permits, and redlines. Understanding HDD operations, bore pits, potholing, utility crossings, conduit placement, and minimum-depth requirements. Strong field documentation and communication skills. Ability to use smartphones/tablets, GPS applications, construction management software, and digital photo documentation. Valid driver's license with acceptable driving record. Ability to work outdoors in varied weather and construction conditions. Ability to travel as required. Preferred Qualifications 2+ years of utility locating, GPR, or underground construction inspection experience. Fiber-optic/telecommunications construction experience. Experience working around directional drilling operations. GPR manufacturer or utility-locating training/certification. OSHA 10 or OSHA 30. Competent Person training. Experience with 811 procedures and damage-prevention requirements. Experience with construction QC and production verification. Performance Expectations Success in this position will be measured primarily by damage prevention, locating accuracy, construction quality, documentation quality, and the ability to identify problems before they become costly damage or rework. The technician/inspector is expected to maintain accurate field records, communicate problems immediately, and never allow production pressure to override safe digging and utility-verification practices.
