Job Description
The position shall directly supervise, implement, and plan the inspectional strategies and daily functions of the Electrical, Mechanical, and Structural Building inspectors. This role involves the enforcement of federal, state, and local building codes and ordinances regulating the construction and alteration of all types of building occupancies. Chief Building Official provides assistance to inspectors in preparing legal orders and charges for county court proceedings against code violators, which necessitates comprehensive knowledge of the Ohio Building Code, Ohio Mechanical Code, Residential Code of Ohio for One, Two, and Three Family Dwellings, National Electric Code, and Ohio Fire Code as well as local county policies. Issues Stop Work Orders and other similar orders when non-compliance conditions with the OBC or permitting process are reported and/or requested. The position requires the maintenance of accurate inspection records and the design and management of cross-training programs for staff. The position is responsible for convening, consulting with, and providing technical assistance to architects, contractors, engineers, and citizens both prior to and following the issuance of permits. Provides recommendations for building code compliance. Furthermore, the role involves mediating complex decisions and resolving disagreements between owners, contractors, and inspectors while maintaining positive public relations. During emergencies and critical situations, the incumbent must perform after-hours inspections to ensure public safety. This position requires the ability to make technical decisions while in the field performing inspections and conducting investigations. Testifies at Board of Building Appeals Hearings, if needed.
Ability to:
gather, collate and classify information; complete routine forms; establish effective working relationships with contractors, property owners, and general public; communicate effectively; copy material accurately and recognize grammatical and spelling errors; answer routine telephone inquiries from public and meet with individuals associated with permits; maintain accurate records and filing; prepare meaningful, concise and accurate reports. Five (5) years of experience as a state-certified, full-time non-residential building official, master plans examiner, non-residential building inspector, non-residential mechanical inspector, non-residential electrical inspector, or non-residential plumbing inspector is required. This must include three (3) years of supervisory experience. Alternatively, five (5) years of experience in structural carpentry, masonry, steel erection, or concrete construction work that was subject to inspection under a model building code or a code adopted for non-residential buildings or structures within the scope of groups regulated by the rules of the Ohio Building Code as a skilled tradesman, a supervisor, or a construction contractor is acceptable. One (1) year of education may be substituted for one (1) year of hands-on experience. This alternative also requires three (3) years of supervisory experience. An Associates degree is required, or a High School Diploma coupled with two (2) years of college education. The applicant must meet the qualifications necessary to obtain an Ohio Building Official certification within one (1) year of appointment (Certified Professional Engineer or Architect with five (5) years of experience) OR ten (10) years of construction, design, and inspection experience of buildings regulated by the Ohio Building Code (OBC)). Must maintain certification as an Ohio Building Official per the Ohio Administrative Code Section 4107:7-3-01. Candidates who possess an Ohio Building Official, Building Inspector, Electrical Inspector, Mechanical Inspector, or Plumbing Inspector Certification at the time of appointment are preferred. A background investigation and evidence of Employment Authorization and Identity are required prior to employment. All candidates must successfully pass any level of background investigation applicable to the position.Benefits:
