Full Job Description Code Enforcement Officer Town of Utica, Indiana Employment Type:

Full-time, non-exempt

Salary Range:

$55,000-$70,000 annually, depending on qualifications and experience

Reports To:

Utica Town Council or its designated supervisor Position Summary The Town of Utica is seeking a qualified, dependable professional to serve as its Code Enforcement Officer. This position is responsible for administering and enforcing applicable municipal ordinances and regulations related to zoning, property maintenance, unsafe buildings, nuisances, building activity, and floodplain administration. The employee will work with residents, property owners, contractors, Town officials, consultants, and regulatory agencies to promote compliance and protect the health, safety, and welfare of the community. Essential Duties and ResponsibilitiesCode and Zoning Enforcement Enforce applicable Town ordinances concerning zoning, property maintenance, unsafe buildings, nuisances, weeds, trash, abandoned vehicles, and other code violations. Receive and investigate complaints from residents, Town officials, and other parties. Conduct property inspections and document observed conditions. Prepare and issue notices of violation, orders to correct, citations, and other enforcement correspondence. Establish compliance deadlines and conduct follow-up inspections. Maintain accurate records, photographs, inspection reports, correspondence, and enforcement histories. Coordinate unresolved or serious violations with the Town Council, Town attorney, Unsafe Building Committee, and other appropriate officials. Assist with enforcement proceedings, hearings, and court actions when required. Provide information and assistance to property owners seeking to bring properties into compliance. Flood-Related Responsibilities Assist with post-flood inspections and initial damage assessments. Document conditions affecting flood-damaged buildings and properties. Maintain photographs, inspection forms, property records, and related documentation. Coordinate findings with the Town's Floodplain Administrator and other appropriate agencies. Complete applicable emergency-management and damage-assessment training. This position does not make formal substantial-damage determinations or exercise the statutory duties of the Floodplain Administrator unless separately appointed and authorized by the Town. General Responsibilities Prepare written reports and provide regular updates to the Town Council. Attend Town Council, Plan Commission, Board of Zoning Appeals, Unsafe Building Committee, and other meetings as requested. Communicate professionally with residents, property owners, contractors, attorneys, and government agencies. Assist with the development and implementation of enforcement procedures and electronic recordkeeping systems. Remain informed of changes to applicable state laws, administrative rules, building standards, and municipal ordinances. Perform other related duties assigned within the lawful scope of the position. Minimum Qualifications High school diploma or GED. At least three years of relevant experience in code enforcement, building inspection, zoning, construction, municipal government, or a related field. Valid driver's license and an acceptable driving record. Ability to interpret and apply ordinances, regulations, plans, permits, and technical documents. Strong written and verbal communication skills. Ability to handle difficult or sensitive interactions professionally and impartially. Ability to prepare detailed reports and maintain organized, defensible records. Proficiency with email, word-processing, spreadsheet, database, and electronic permitting or enforcement systems. Ability to work independently, prioritize responsibilities, and meet regulatory deadlines. Ability to conduct field inspections in varying weather and site conditions. Preferred Qualifications Associate's or bachelor's degree in public administration, planning, construction management, environmental science, criminal justice, or a related field. Previous municipal code-enforcement, building-inspection, or zoning. International Code Council certification or property-maintenance certification. Knowledge of Indiana municipal government, building requirements, zoning procedures, and environmental regulations. Required Training The successful candidate must possess or complete designated training within a timeframe established by the Town.

Training may include:

FEMA IS-100, IS-200, IS-700, and IS-800 Construction stormwater and erosion-control inspection training Flood damage-assessment training Applicable International Code Council coursework or like certifications Compensation and Benefits The salary range for this position is $55,000-$70,000 annually , based on qualifications, certifications, and experience. Town-approved benefits may include health insurance, retirement benefits, paid leave, paid holidays, reimbursement for approved training and certifications, and mileage reimbursement or use of a Town vehicle for authorized duties.
