Job Description
GENERAL SUMMARY
Responsible for the inspection and testing of sewer construction projects in the field as set forth by the City of Mt. Juliet, Metro Nashville Water Services (MWS), and the Tennessee Department of Environment and Conservation (TDEC), and to perform a variety of technical tasks associated with the inspection of repair and/or construction of sewerage facilities, examine and implement construction plans, enforce code regulations and ordinances for new constructionSUPERVISION
General supervision is provided by the Utilities Inspection Manager.ESSENTIAL DUTIES AND RESPONSIBILITIES
Adhere and comply with OSHA, TOSHA, and the City of Mt. Juliet safety requirements Adhere and comply with the City of Mt. Juliet Personnel Policy and Procedure Manual Inspect projects under construction to ensure that they meet the requirements as set forth in the sewer plans and specifications Inspection of the construction of sewerage facilities, either for City capital projects or for development-related projects Participate in pre-construction meetings with architects, engineers, and contractors to explain code and local regulations as related to new construction Inspect the construction of sewers within easements and ensure that all construction meets or exceeds the approved plans and all applicable specifications and codes as set forth by the City of Mt. Juliet Inspect all testing procedures on all phases of sewer construction from trenching to final cover Identify and report any deficiencies within the sewer system including gravity lines, pressure lines, and pumping stations Maintain files and reports regarding inspection activities and findings on all active projects Ensure that all jobs meet applicable safety standards and identify and have remedied any identified safety hazards Investigate and resolve complaints from the contractor, develop, or the public; determine compliance with City codes and ordinances; recommend appropriate actions Assist with other inspections within the Public Works & Engineering Department as necessaryOTHER DUTIES AND RESPONSIBILITIES
Maintaining, repairing, and troubleshooting wastewater collections systems Work with other departments and city employees as needed Perform other duties as assignedMINIMUM JOB REQUIREMENTS EDUCATION AND EXPERIENCE
Combination of education and experience in construction consisting of: 1. High school diploma or equivalent 2. A minimum of five (5) years of experience in the operations or construction of sewerage facilities.LICENSES AND CERTIFICATES
Possession of a valid Tennessee driver's license Certification in Wastewater Collection II TDEC Level 1 KNOWLEDGE, SKILLSAND ABILITIES KNOWLEDGE OF
Complex principles and techniques of sewer materials, methods, and specifications of sewer infrastructure inspection Knowledge of materials utilized in sewer construction, standard roadway specifications, and details for the City of Mt. Juliet Chemistry and physics of wastewater and its flow Pertinent federal, state, and local laws, codes, and regulations Modern office equipment, computers, procedures, and methods English usage, spelling, grammar, and punctuationSKILL IN
Organizing daily inspections, inspection files and test reports Detecting code violations for all required construction within sewer easements Analyzing development drawings and sewer plan and profile drawings for existing and new facilities for code compliance using specialized technical equipment as assigned Use of engineering instruments and equipment such as GIS data collector, transit, or level Maintain, repair and troubleshoot wastewater collection systems Computers and relevant software applicationsABILITY TO
Oversee major and minor sewer construction projects Read and interpret sewer construction drawings and site development drawings Enforce regulations fairly, firmly, factually, and with proper public relations skills Communicate clearly and concisely, both orally and in writing Establish and maintain effective working relationships with those contacted in the course of work.
