Review and interpret plans, specifications, addendums, and technical documents for public works projects. Utilize Procore , Bluebeam, and other construction software for estimating, document control, and project coordination. Prepare complete job costing breakdowns , including labor (prevailing wage), materials, equipment, subcontractor quotes, and overhead. Manage and track RFIs, submittals, change orders, and clarifications throughout the bidding process. Coordinate with subcontractors and suppliers to obtain competitive pricing and verify scope coverage. Ensure all estimates comply with prevailing wage requirements , DIR standards, certified payroll considerations, and public agency bid formats. Assist with construction paperwork , including pay applications, schedule of values, bid forms, and compliance documentation. Work effectively under tight deadlines and shifting priorities while maintaining accuracy and professionalism. Support project managers with pre‑construction tasks, budget updates, and cost analysis as needed. Qualifications Minimum 2-5 years of experience in construction estimating; public works experience strongly preferred. Strong ability to read and interpret architectural, structural, and civil plans. Proficiency with Procore , Bluebeam, Excel, and digital takeoff tools. Knowledge of prevailing wage labor rates , certified payroll requirements, and public agency bid processes. Experience preparing RFIs, submittals, change orders , and other construction documentation. Excellent organizational skills and ability to work under pressure with strict deadlines. Strong communication skills and ability to collaborate with project managers, field teams, subcontractors, and clients. Experience with construction pay apps and schedule of values is a plus.
