(SSU) is a strategically focused, innovative organization that provides world class services and customizable modular structures to include ICD 705 compliant SCIFs across the globe to meet our customers' unique requirements and critical objectives around the globe. SSU is currently seeking a skilled and detail-oriented Construction Estimator/ Price Analyst to join our team and work in our corporate office in Fayetteville, N.C. Our ideal candidate will have a strong understanding of the construction process, excellent mathematical skills, and the ability to negotiate contracts effectively.
Duties and Responsibilities:
Interpret and analyze architectural, structural, MEP, and security drawings, specifications, Statements of Work (SOW), Performance Work Statements (PWS), and Unified Facilities Criteria (UFC) to develop detailed cost estimates for modular facilities and SCIF construction Develop comprehensive cost estimates that include materials, labor, equipment, transportation, installation, site preparation, utilities, security systems, and subcontractor pricing. Prepare pricing for modular buildings, containerized units, and permanent or semi-permanent facilities in CONUS and OCONUS environments. Incorporate
ICD/ICS 705
requirements, TEMPEST considerations, acoustic standards, access control systems, and physical security features into cost estimates for SCIF projects. Conduct site visits, reviews of RFPs, RFQs, and coordinate with engineering, project management, and security teams to validate scope and pricing assumptions. Develop and support compliant pricing packages for DoD and federal solicitations, including cost breakdown structures (CBS), basis of estimate (BOE), and supporting documentation. Perform cost and price analysis in accordance with FAR, DFARS, and agency-specific guidance, including evaluating subcontractor and vendor quotes for reasonableness. Prepare and submit budgets, bids, proposals, and contract pricing documentation in support of competitive and sole-source procurements. Support negotiations with government contracting officers, prime contractors, and subcontractors by providing detailed pricing rationale and cost justifications. Track actual project costs against estimates and analyze variances to support cost forecasting, lessons learned, and continuous improvement. Maintain and update historical cost databases, including labor rates, material pricing, subcontractor performance, logistics costs, and security-related components. Prepare cost reports, pricing summaries, and executive-level briefings for senior management, program managers, and proposal teams. Coordinate with supply chain, procurement, and subcontract management personnel to ensure pricing reflects current market conditions and availability. Stay current on construction market trends, modular construction innovations, DoD facility standards, and changes in security and compliance requirements that may impact pricing. Utilize estimating and pricing software, spreadsheets, and databases to calculate estimates and evaluate project financial feasibility.
Qualifications:
Experience in providing briefings and presentations to all level of employees and senior management. Three (3) plus years of experience in developing cost models and cost trend analysis. Experience in developing and managing databases. High level communication skills. Experience with contract management. Three (3) plus years' experience with pricing / cost analysis. Bachelor's degree in business or a related field. Experience within the DoD/Federal Government Industry is preferred.
