Job Description

Estimator / Project Manager - Heavy/Civil & Utilities (Bismarck) PWS invites qualified candidates to apply for the Estimator/Project Manager role at our Bismarck office. This is a dual-role position for a professional who excels at both estimating and managing heavy/civil construction projects with utility components. Role responsibilities:
Lead preparation of comprehensive estimates for heavy and civil projects, including earthwork, grading, drainage, roadwork, and utility installations; Identify and quantify risks related to utilities, site conditions, and regulatory requirements, and incorporate appropriate contingencies into bids; Manage awarded projects from planning and mobilization through execution and final closeout, maintaining schedule and budget targets; Serve as the primary point of contact for utility coordination, permit acquisition, and agency communications to ensure timely approvals and inspections; Support field operations with change order development, progress reporting, and quality control measures.
Candidate profile:
Demonstrated heavy/civil estimating and project management experience, with specific utility experience strongly preferred; Ability to read plans, understand civil/site details, and translate technical drawings into accurate cost estimates; Strong leadership and communication skills to work effectively with crews, subcontractors, engineers, and clients; Experience with estimating software and Microsoft Office; attention to detail and strong analytical abilities; Willingness to perform occasional site visits and travel within the region as projects require.
