Walterboro, SC / Charleston, SCPOSITION SUMMARY
The Project Utility Estimator prepares accurate and competitive cost estimates and proposals for transmission, distribution, and substation construction projects. Working closely with the Director of Estimating, Project Management, Operations, and Procurement, this position develops complete bid packages, evaluates project risks and opportunities, coordinates subcontractor and supplier pricing, and supports the successful transition of awarded projects into execution.RESPONSIBILITIES
Estimating & Bid Development- Prepare detailed cost estimates for transmission, distribution, and substation projects.
- Review drawings, specifications, contracts, and Requests for Proposal (RFPs).
- Develop labor, equipment, material, subcontractor, and production cost estimates.
- Perform quantity takeoffs and develop detailed pricing.
- Prepare complete proposal and bid documentation. Proposal Coordination
- Coordinate with suppliers and subcontractors to obtain pricing and proposals.
- Attend pre-bid meetings and site visits as required.
- Evaluate bid risks, assumptions, exclusions, and value engineering opportunities.
- Support preparation of technical proposal responses and work plans. Cost Analysis & Project Support
- Utilize historical cost data and productivity information to improve estimate accuracy.
- Participate in estimate review meetings with leadership.
- Support Project Managers during project turnover after award.
- Assist with change order pricing, budget development, and cost analysis during project execution. Vendor & Customer Relations
- Develop and maintain relationships with vendors, subcontractors, customers, and business partners.
- Respond to bid questions and requests for clarification.
- Support customer meetings during the estimating process. Continuous Improvement
- Maintain estimating databases and current market pricing.
- Identify opportunities to improve estimating processes and procedures.
- Stay informed of market trends, labor conditions, and material pricing.
SKILLS / REQUIREMENTS
- Bachelor's degree in Construction Management, Engineering, Business, or related field preferred.
- Equivalent utility construction estimating experience will be considered.
- Three (3)+ years of transmission, distribution, and substation estimating experience.
- Knowledge of utility construction methods and electrical systems from 12kV-345kV.
- Experience with estimating software.
- Proficiency with Microsoft 365 applications.
- Strong analytical, mathematical, organizational, and communication skills.
- Ability to manage multiple estimates and deadlines simultaneously.
- Valid driver's license with ability to travel as needed.
