Job Description
Project Manager - Heavy Civil ConstructionPosition OverviewLead delivery of heavy civil infrastructure projects from pre-construction through closeout. The Project Manager will ensure projects are completed safely, on schedule, within budget, and to quality standards while managing client relationships, subcontractors, and cross-functional teams. This role focuses on heavy civil construction including dams, spillways, bypass, pumps, piping, canals, flumes, and mechanical.
Key ResponsibilitiesPlan, organize, and manage all phases of heavy civil construction projects, ensuring milestones and budgets are met.
Develop and maintain project schedules, resource plans, and cost controls; track progress and implement corrective actions as needed.
Lead bid preparation and estimating efforts for heavy civil scopes (Heavy Bid), coordinating with estimating and operations teams.
Manage subcontractors and vendors, negotiate contracts, and oversee procurement to meet project requirements.
Serve as primary client contact; maintain proactive communication, provide status updates, and manage change orders and claims.
Ensure compliance with safety regulations and company safety programs; promote a safety-first culture on site.
Oversee quality control and inspection processes to ensure work meets specifications and design requirements, including structural concrete work.
Coordinate environmental and permitting requirements for levee, dam, hydro, and other sensitive sites.
Use project management and field systems (e.g., HCSS) to monitor costs, equipment, and labor productivity, and to produce accurate reporting.
Mentor and lead project teams, conduct project meetings, and foster collaboration across estimating, engineering, and field staff.
QualificationsBachelors degree in Civil Engineering, Construction Management, or related field; equivalent experience considered.
Minimum 5 years of progressive experience managing heavy civil construction projects (required).Proven experience with construction disciplines including excavation, earthwork, levee and dam construction, and hydro-related projects (preferred).Hands-on experience with structural concrete placement and quality control (nice to have).Experience preparing heavy bids and estimates for large civil projects (Heavy Bid experience preferred).Proficiency with construction management software and field systems, preferably HCSS or similar platforms.
Strong knowledge of construction scheduling, cost control, change management, and contract administration.
Demonstrated leadership, communication, and client-management skills; ability to resolve issues and drive project performance.
Familiarity with safety standards and certifications (OSHA 30 preferred) and environmental permitting processes.
Valid drivers license; willingness to travel to project sites and work in field conditions.
