Position Overview BHL Federal is seeking a Residential Permitting Subject Matter Expert / Senior Permit Coordinator to lead and manage residential permitting activities in the Western North Carolina market. This role is designed for a seasoned permitting professional with extensive hands-on experience pulling, tracking, troubleshooting, and closing out residential construction permits across city, county, and local jurisdictions. This is a highly specialized role for an established professional who understands the full permitting lifecycle—from application preparation and plan submission through corrections, approvals, inspections, revisions, extensions, and final closeout. The ideal candidate brings deep knowledge of residential building permit requirements and the confidence to independently navigate permitting authorities, municipal portals, and jurisdiction-specific processes. The person in this role will serve as the internal go-to resource for residential permitting, partnering closely with construction leaders, project managers, architects, engineers, subcontractors, and municipal contacts to keep projects moving and prevent permitting-related delays. Primary Responsibilities Own and manage the full residential permitting lifecycle for new construction, rehabilitation, renovation, and remodeling projects. Prepare, review, assemble, submit, track, and close out residential building permit applications and required supporting documentation. Pull and manage a high volume of active residential permits while maintaining clear visibility into submission dates, review status, corrections, approvals, inspections, expirations, revisions, and closeout milestones. Review permit packages for completeness and accuracy before submission to reduce delays, rejected applications, and unnecessary resubmittals. Navigate city, county, and local permitting systems, municipal portals, building department processes, and jurisdiction-specific requirements with minimal supervision. Build and maintain effective working relationships with permitting officials, building departments, plan reviewers, inspectors, and other municipal contacts. Proactively resolve plan-review comments, documentation deficiencies, rejected submissions, corrections, and other issues that may delay approvals. Coordinate required plans, engineering documents, surveys, product approvals, contractor documentation, affidavits, inspection requirements, and other permitting materials. Communicate clear permitting status, risks, issues, and next steps to project managers, construction leaders, architects, engineers, subcontractors, and vendors. Partner with construction teams to prioritize permitting activities based on project schedules, critical milestones, and field needs. Identify permitting risks, bottlenecks, and jurisdictional challenges early and take ownership of driving timely resolution. Maintain accurate, organized, and audit-ready permit records, documentation, tracking reports, and internal status updates. Provide permitting guidance, process recommendations, and best-practice support to internal team members. Stay current on residential building, zoning, permitting, inspection, and jurisdictional requirements that may impact approvals or project schedules. Travel to municipal offices and project locations as needed to facilitate approvals and resolve permitting issues. Required Experience and Qualifications 5+ years of progressively responsible residential construction permitting experience , including significant direct responsibility for pulling, managing, and closing out permits. Demonstrated expertise managing permits for single-family residential construction, rehabilitation, renovation, remodeling, or disaster recovery housing projects. Strong working knowledge of residential permit applications, construction plans, plan review, corrections, revisions, inspections, approvals, expirations, and closeout requirements. Proven ability to independently manage permits from initial application through final approval and closeout. Extensive experience working directly with municipal and county building departments, permitting offices, plan reviewers, inspectors, and other local authorities. Ability to read and understand residential construction plans and identify documentation needed for permit submission and approval. Demonstrated ability to troubleshoot complex permitting issues, follow up with urgency, and move stalled or challenging applications toward resolution. Experience managing multiple active permits and projects simultaneously in a deadline-driven construction environment. Exceptional organization, attention to detail, documentation discipline, and follow-through. Clear, professional written and verbal communication skills, including confidence communicating with municipal officials and construction professionals. Strong sense of ownership, accountability, urgency, and initiative. Proficiency with Microsoft Office, electronic permitting systems, municipal portals, and construction or project tracking software. Valid driver's license and ability to travel to municipal offices and project sites as required. Highly Preferred Background Candidates with established permitting careers in high-volume residential homebuilding, single-family development, residential general contracting, residential rehabilitation, disaster recovery housing programs, or dedicated permitting organizations are strongly encouraged to apply. Experience supporting multiple residential projects simultaneously and navigating permitting requirements across multiple jurisdictions is highly valued. Florida residential permitting experience is strongly preferred. Experience developing relationships with local building departments and successfully navigating complex or changing municipal requirements is especially valuable. This individual will independently own assigned permits, anticipate jurisdictional challenges, resolve issues with urgency, and provide construction leaders with reliable visibility into permit status, risks, and next steps. Success will ultimately be measured by the individual's ability to secure accurate and timely permits, prevent permitting-related construction delays, resolve issues with urgency, and create confidence that the permitting process is being actively and expertly managed. Ideal Candidate Profile We are looking for someone who has spent years inside residential permitting—not someone who has only supported permits administratively. The ideal candidate knows how to pull permits, manage them through each stage, work directly with local permitting authorities, remove roadblocks, and keep residential construction projects moving.
