Job Description

Performs complex, professional, and administrative work managing, coordinating, and inspecting the City's civil, structural, transportation, mechanical, environmental construction and renovation projects. Oversees projects, and associated consultants, inspectors, and staff associated with projects. Works with consultants regarding design of projects. Acts as supervisor in the absence of Construction Manager. Essential Duties and Responsibilities Manages consultants in the design and construction of facilities maintenance, construction and renovation projects; Coordinates complex projects with multiple stakeholders and facilitates meetings to get stakeholder input in development of scope, product design and planning; Manages all aspects of project activities for compliance with plans, specifications, standards, and codes with regard to proper materials, work quality and safety regulations; Coordinates with Communication and Marketing Department all public relations work associated with project development and construction phases; Obtains applicable local, state and federal permits on projects as required by law; coordinates applicable local, state and federal review of projects; Prepares reports and information for presentation to City Council, City Administration, news media, public groups and citizens; Develops and maintains financial projections and records; Provides in-field inspection as needed; Supervises/oversees construction coordinators, inspectors or other support staff associated with the designated project; Assists in the recruitment, selection, and oversight of temporary construction inspectors as assigned to various projects; Provides input in Construction Coordinators' performance evaluations; Performs duties of Construction Coordinator such as: Acts as liaison between consultant firms, contractors, regulators and citizen groups; Works with consultant administration and inspection staff in overseeing construction practices, recommending/approving changes, and scheduling City Utility operations; Informs, recommends changes, and addresses citizen concerns; Represents City at progress meetings, schedules final inspections, and submits project close-out items including Notification of Acceptance; Represents Public Works at neighborhood public awareness meetings prior to project start-up; Issues an award of contracts and accepts construction projects upon completion; Recommends major changes and approves minor changes to designs during construction; Manages and coordinates construction project activities with other City departments, businesses, utility companies, contractors, developers, consultants, citizens and state and federal organizations; Prepares and writes specifications and contract documents for projects of limited scope, including preparing bid documents, advertising for bid, compiling bid results, and council reports. Prepares drafts and recommends change orders for approval; Contacts consultant firms for creation of work authorization for inspection or design services. Forward work authorization for approval; arranges for inspection services, monitors test results and/or review design. Tracks invoices for payment; Manages construction phase of capital building and construction projects for compliance with plans, specification and standards, including feasibility, design, specification preparation, solicitation of bids, and construction; Observes and approves the work of private contractors and consultants. Verifies work, recommends project alterations, acceptance and payments; ensues project does not exceed budget by tracking monthly expenditures through project account codes; Maintains projects records, diary, daily reports, takes samples of materials and tests for infield quality, record test results, material certifications, sketch photographs and as built plans as appropriate; Additional Duties and Responsibilities Other duties to provide direct or indirect service to the citizens may be assigned. When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery. ADDITIONAL DUTIES AND RESPONSIBILITIES
Other duties to provide direct or indirect service to the citizens may be assigned. When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
SUPERVISORY RESPONSIBILITIES
Acts as Supervisor in the absence of management, for example, Construction Manager. Coordinates staffing, and work assignments for some projects; Provides input regarding performance evaluations of Construction Coordinators. Resolves employee-related issues for the Manager when necessary Minimum Education and Experience Required Associate's degree (A.A.) from a two-year college or technical school in Engineering or a related field and at least 5 years of relevant experience. A combination of education and experience may be used to meet this requirement. Additional Requirements Possession of a valid driver's license issued by Commonwealth of Virginia, and an acceptable driving record that meets the Cit y 's Driving Criteria is required. Relevant background checks must be completed and approved. Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
