Job Description
Chief Estimator - Heavy HighwayPosition OverviewWe are seeking an experienced Chief Estimator to lead estimating for heavy highway and public infrastructure projects. The Chief Estimator will own the bid strategy, ensure accuracy and competitiveness of estimates, mentor the estimating team, and coordinate closely with preconstruction, operations, and senior leadership to win and deliver complex roadway and heavy civil work. The ideal candidate brings deep knowledge of highway and roadway construction, strong leadership, and hands-on experience with HCSS estimating tools and public procurement processes.
Key ResponsibilitiesLead and manage the estimating department for heavy civil and highway projects, setting standards, workflows, and quality controls.
Develop, review, and approve quantity takeoffs, detailed cost estimates, and bid proposals for roadway, highway, and public infrastructure contracts.
Create bid strategies that balance competitiveness and profitability; identify cost-saving opportunities and manage risk exposure.
Coordinate subcontractor and supplier solicitation, evaluate bids, and negotiate terms and pricing.
Maintain and refine estimating databases, unit price libraries, and historical cost records; ensure consistent use of HCSS (HeavyBid/HeavyJob) and other estimating software.
Collaborate with preconstruction, project management, engineering, permitting, and field teams to align scope, schedule, and constructability considerations.
Mentor, train, and develop estimators and support staff; recruit and retain top estimating talent.
Ensure compliance with public bidding requirements, contract terms (including prevailing wage, bonding, and DBE provisions), and internal bid approval processes.
Lead pre-bid and internal review meetings; prepare executive bid summaries and present recommendations to senior leadership.
Perform post-bid analysis and lessons-learned reviews to improve estimating accuracy and performance metrics.
QualificationsBachelors degree in Civil Engineering, Construction Management, or related field, or equivalent combination of education and experience.
Minimum 10 years of estimating experience in heavy civil/highway/roadway construction with demonstrated success on complex public infrastructure projects.
At least 5 years in a leadership role managing estimators or preconstruction teams.
Proficiency with HCSS HeavyBid and HeavyJob (or equivalent estimating software) and strong competency with Microsoft Excel and estimating databases.
Deep knowledge of roadway/highway construction methods, unit pricing, material and equipment estimating, and contract documents.
Experience with public procurement processes, bonding, prevailing wage, DBE requirements, and municipal/state/federal contracting.
Proven track record of developing winning bid strategies and delivering accurate, timely estimates under tight deadlines.
Excellent communication, negotiation, and presentation skills; ability to build relationships with owners, engineers, subcontractors, and internal stakeholders.
Strong analytical skills, attention to detail, and commitment to continuous improvement and data-driven decision making.
Willingness to travel to job sites and client meetings as required; valid drivers license.
