This position will lead the Contracts Unit, responsible for implementing legal and human services contracts to support court operations and administration. The position will report to the Division Director. Responsibilities include but are not limited to: Working in close collaboration with the Procurement Unit to promote open, fair, and competitive procurement processes in conformance with law and policy. Providing technical assistance to OCA Division Directors, senior judicial district office staff and other UCS stakeholders. Promoting a responsive customer service approach among unit staff. Coordinating with the Grants Unit to ensure timely implementation of grant-funded contractual services. Working in close collaboration with the Fiscal Operations Unit to ensure proper allocation of funds to service contracts. Providing technical assistance to purchasers to clearly describe required services to potential bidders. Developing procurement evaluation tools to ensure services meet UCS requirements. Coordinating the review of procurement instruments and contracts by OCA Counsel. Responding to questions submitted by the vendor community as part of the RFP process. Coordinating proposal evaluation teams. Analyzing bid and/or quote data, preparing conclusions and recommendations, and issuing contract awards. Supervising subordinate staff throughout the contracting process. Prioritizing tasks to ensure the necessary steps are taken to promote timely contract implementation and uninterrupted services. Acting as point-of-contact for UCS procurements pending Attorney General and Office of the State Comptroller grants team review and approval. Supporting contract monitoring in collaboration with program units. Minimum Qualifications One year in the Management Analyst title; or Master's degree in Public or Business Administration from an accredited college or university and four (4) years of relevant experience; or An equivalent combination of education and experience.
