Job Description

Executive-level position serving as the City Manager's second in command, a member of command staff, and Acting City Manager in the City Manager's absence or as designated. Directs the City's risk management, compliance, and emergency management programs, supports the Finance Department, and serves as Emergency Management Director under Chapter 252, F.S., NIMS, and the Pasco County Comprehensive Emergency Management Plan. Essential Job Functions The omission of specific duties does not exclude them from this classification if the work is similar, related, or a logical assignment. Serves as Acting City Manager, when City Manager is out of town, or is disabled from performing the job within City Charter limits; helps direct citywide operations, goals, policies, budgets, and priorities; supervises assigned directors and staff; presents reports and recommendations to the City Manager; manages budgets for assigned functions, major projects, and capital programs; maintains relationships with Pasco County, neighboring cities, state and federal agencies, and community partners. Maintains the City's emergency management program, CEMP, COOP, and hurricane and severe weather plans; ensures NIMS compliance; directs EOC activations and serves in command and general staff roles; coordinates with Pasco County EM, FDEM, FEMA, and partners; directs disaster recovery (damage assessment, debris, restoration of services) and FEMA Public Assistance, Hazard Mitigation, and cost recovery; participates in the Local Mitigation Strategy; leads public preparedness information; instructs ICS-100 through 400; and conducts HSEEP exercises, After-Action Reports, and a multi-year training plan that includes elected officials. Directs the property, casualty, general and auto liability program, including policies and claims handling with HR, legal counsel, adjusters, and TPAs; directs employee safety and loss-control programs, safety committee, accident review, and training. Manages the city-wide compliance program, internal controls, and a database of applicable laws, grant conditions, and deadlines; monitors legislative changes; ensures grant compliance (2 CFR Part 200, Florida Single Audit Act, CDBG, CDBG-DR, FEMA, mitigation); conducts internal audits, investigates concerns, and verifies corrective actions; enforces franchises, leases, contracts, and permits with Purchasing and the City Attorney; reports compliance status to the City Manager and Commission. Assists with the operating and capital budgets and TRIM (Chapter 200, F.S.); monitors revenues, expenditures, and fund balances; supports the annual audit, Annual Financial Report, and Single Audit; assists with grant financial management, internal controls, long-range planning, rate studies, debt, and CIP funding; provides Finance backup as directed. Performs related duties as directed by the City Manager. Knowledge, Skills and Abilities Knowledge of Florida municipal government and the Commission's role, including the Sunshine Law (Ch. 286), Public Records (Ch. 119), Code of Ethics (Ch. 112, Part III), and ADA. Knowledge of emergency management (NIMS, ICS, National Response Framework, HSEEP, Ch. 252, F.S.), FEMA recovery programs, and public-sector risk management, insurance, claims, and safety. Knowledge of governmental accounting and budgeting (GAAP/GASB), grant compliance, procurement, and personnel management. Ability to direct emergency operations and decide quickly under pressure; interpret and explain laws and policies; analyze complex problems and financial data. Ability to manage competing priorities accurately, maintain compliance tracking systems, write clear reports and plans, build effective working relationships, exercise independent judgment, and maintain confidentiality. Education and Experience Valid Florida driver's license, required Bachelor's degree in public administration, emergency management, risk management, public safety administration, business administration, finance, political science, or related field preferred; master's desired. Five (5) years of supervisory, management, or command level. Municipal/county administration, compliance, risk, or governmental finance experience, preferred. Equivalent combination of education, training, and experience may be considered.
FEMA NIMS ICS
position qualification (e.g., Type 3 All-Hazards IMT); FPEM or CEM; CCEP, ARM-P, CGFM, CPFO, or ICMA-CM, preferred. Supervision Works under the direction of, and serves at the pleasure of, the City Manager. Supervises designated directors and staff and personnel assigned to emergency operations. As Acting City Manager, supervises all employees, contractors, excluding Chartered Officers. Emergency Response and Working Conditions Mission Critical Must be available after hours and may be required to work before, during, or after declared or undeclared emergencies, including extended shifts and temporary duties, locations, or schedules outside the normal scope, as determined by the City Manager. Work is primarily in an office environment, requiring effective communication, computer use, and lifting 5-25 pounds; during activations and exercises, work may be in the EOC or in the field in adverse conditions, including extended walking and standing in damaged areas. Requires nights, weekends, holidays, and travel as needed. Tasks may involve extended periods of time at a keyboard or workstation accessing, imputing and retrieving information. Sensory Requirements Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate both orally and in writing. Environmental Factors Essential functions are normally performed in an office without exposure to adverse environmental conditions. Exposure to the outside elements will be necessary when directing and organizing City functions in response to emergency situations.
