Voices For Independence (VFI) is seeking a dynamic and strategic Director of Personal Assistance Services (PAS) to lead and elevate the organization's homecare operations across a 27-county service footprint in Western Pennsylvania. This executive leadership position may be based in Erie, PA, or Washington, PA, and requires frequent travel, including regular overnight stays between both locations, to support consumers, employees, and operational teams throughout the organization. As the Director of Personal Assistance Services, you will provide strategic leadership and operational oversight for VFI's PAS program, ensuring the delivery of high-quality, person-centered services that empower individuals with disabilities to live independently in their homes and communities. This position oversees program operations, regulatory compliance, workforce development, quality assurance, financial performance, and program growth while fostering a culture of excellence, accountability, and consumer choice. The Director collaborates with organizational leadership, community partners, managed care organizations, government agencies, and internal departments to ensure exceptional service delivery, regulatory compliance, and long-term sustainability of VFI's homecare services. What You'll Do As the Director of Personal Assistance Services, you will provide strategic leadership while overseeing the daily operations, growth, and quality of VFI's PAS program. Strategic Leadership & Program Operations Provide executive leadership and operational oversight for Personal Assistance Services across VFI's 27-county service area. Ensure PAS services are delivered in alignment with the Independent Living Philosophy, emphasizing consumer choice, independence, and person-centered care. Develop and implement strategies to support program growth, sustainability, and operational excellence. Analyze program data and reports to evaluate performance, identify trends, and guide decision-making. Establish and maintain strong partnerships with internal departments, community organizations, referral sources, managed care organizations, and government agencies. Consumer Services & Quality Assurance Ensure consumers receive high-quality services that support independence and community living. Monitor consumer satisfaction and implement quality improvement initiatives. Partner with the Quality Management Director to address concerns, develop corrective action plans, and improve service outcomes. Ensure referrals are processed efficiently and consumers begin receiving services in a timely manner. Maintain strong relationships with consumers, service coordination providers, and community partners. Workforce Leadership & Development Provide leadership, coaching, and support to PAS leadership teams and staff. Develop strategies to improve caregiver recruitment, retention, and workforce stability. Support workforce planning efforts to meet current and future service needs. Build a culture of accountability, teamwork, and continuous improvement. Identify opportunities to strengthen leadership capacity within the PAS department. Compliance & Regulatory Oversight Ensure compliance with Pennsylvania Department of Human Services (DHS), Office of Long-Term Living (OLTL), Department of Health (DOH), Medicaid waiver requirements, and applicable regulations. Ensure PAS staff understand and fulfill all required responsibilities and regulatory expectations. Maintain compliance with payer requirements, licensing standards, and organizational policies. Monitor documentation, reporting, and operational practices to ensure regulatory readiness. Financial & Operational Management Monitor PAS financial performance, productivity measures, and operational goals. Support budgeting processes and resource planning. Identify opportunities to improve efficiency while maintaining quality services. Monitor staffing levels, vacancies, missed shifts, and service delivery trends. Develop and analyze reports to measure program health and operational performance. Qualifications Required Extensive experience working within the disability services, home healthcare, or human services field. Demonstrated experience managing multiple staff members and interdisciplinary teams. Strong understanding of homecare operations and Medicaid-funded personal assistance services. Knowledge of Pennsylvania Medicaid waiver programs, including DHS, OLTL, and DOH requirements. Experience with regulatory compliance, quality improvement, budgeting, and workforce management. Experience with consumer-directed or participant-directed services. Strong leadership, communication, and conflict-resolution skills. Ability to manage competing priorities, work under pressure, and meet deadlines. Personal means of transportation with the ability to travel throughout VFI's 27-county service area, including frequent overnight travel between Erie and Washington, Pennsylvania. Preferred Bachelor's degree in Healthcare Administration, Human Services, Business Administration, Social Work, Nursing, or a related field. Human Resources Generalist experience, particularly in hiring and training. Personal experience with disability and/or disability rights. Experience working effectively with diverse populations and stakeholders. Experience with homecare scheduling systems. Knowledge of Electronic Visit Verification (EVV) systems. $70,000.00 - $85,000.00 per year
