Black Hills State University | Spearfish, South Dakota Black Hills State University invites applications for University Registrar. The Registrar leads the office responsible for student academic records, registration, transfer credit evaluation, academic catalogs, degree awarding, enrollment verification, and transcript services. This position protects the accuracy and confidentiality of student records while helping students, faculty, and staff navigate academic policies and processes. The University Registrar supervises office personnel; oversees registration, degree audits, and graduation processes; and works with Academic Affairs and campus partners to implement approved curriculum and improve student information systems. The Registrar also advises university leaders on academic records practices and ensures office operations comply with university, South Dakota Board of Regents, state, and federal requirements, including

FERPA. ESSENTIAL DUTIES & RESPONSIBILITIES

a. Establish office priorities, procedures, service standards, and measures of effectiveness.

b. Supervise, train, and evaluate staff; assign work and maintain coverage for critical academic deadlines.

c. Develop the office budget, manage resources, document procedures, and plan for continuity of operations.

d. Serve on University and Regental committees and advise campus leaders on registrar functions and the operational effects of proposed academic policies.

e. Direct the creation, accuracy, security, correction, retention, and authorized release of student academic records.

f. Oversee grades, academic standing actions, transcripts, enrollment and degree verifications, and other official record services.

g. Interpret and implement applicable requirements under

FERPA, SDBOR

policies, university policies, and records retention schedules; coordinate complex questions with appropriate campus and system offices.

h. Maintain controls and audit practices that protect record integrity and support accurate institutional reporting.

i. Oversee registration processes, academic term setup, course section data, enrollment changes, withdrawals, and related student communications.

j. Help develop and administer the academic calendar and ensure that published dates, deadlines, and procedures are accurate and consistent.

k. Resolve escalated registration issues within approved policy and delegated authority.

l. Coordinate implementation of approved programs, courses, prerequisites, and degree requirements in the catalog and student information system.

m. Oversee production and maintenance of the academic catalog in partnership with Academic Affairs.

o. Direct the recording and evaluation of transfer credit according to approved policies and articulation agreements.

p. Maintain reliable degree audit rules and communicate the effects of curriculum changes to affected offices.

q. Direct graduation application, degree audit, eligibility review, degree posting, diploma, and related record processes.

r. Provide leadership to produce bi-annual Commencement exercises.

t. Identify barriers or recurring errors in degree completion processes and recommend improvements.

REQUIRED QUALIFICATIONS
  • Bachelor's degree from an accredited institution.
  • Progressively responsible experience in a college or university registrar's office or closely related academic administration, including experience supervising personnel or leading complex operations.
  • Demonstrated knowledge of academic records, registration, curriculum and degree requirements, and student information systems.
PREFERRED QUALIFICATIONS
  • Master's degree.
  • Experience leading multiple registrar functions at a university.
  • Experience with Ellucian Banner or a comparable student information system and with degree audit and catalog systems.
  • Experience implementing policy or system changes across multiple departments.
  • Knowledge of South Dakota Board of Regents policies and processes.
