Reports to:
Enrollment Director Supervises:
Education Staff at Bloom Rd (Group Supervisors, Assistant Group Supervisors, and Teacher's Aides)
Qualifications:
Bachelor's degree from an accredited college or university in early childhood education, child development, special education, elementary education, or the human services field OR
Bachelor's degree from an accredited college or university, including 30 credit hours in early childhood education, child development, special education, elementary education, or the human services field and one year experience with children OR
Associate degree from an accredited college or university, including 30 credit hours in early childhood education, child development, special education, elementary education, or the human services field and two years' experience with children OR
Minimum AGS level with a minimum of five years in early childhood direct care and supervision.
Job Description:
Responsible for planning and executing a program for children in line with the program's philosophy and the highest goals for early childhood education. Providing expert level guidance and support to education staff on best practices to support children's growing competencies; monitoring and evaluating the effectiveness of implementation. Support teaching staff in the establishment and maintenance of positive and productive partnerships with families, community stakeholders, and co-workers. Assure program complies with DHS standards, CACFP expectations, Stars quality assurance system, and NAEYC accreditation standards. Create a culture of safety among the classrooms and an environment where everyone contributes to safety standards.
General Requirements:
Pennsylvania State Police Criminal History Clearance, Child Abuse Clearance, FBI Clearance, and National Sex Offender Registry check prior to hire.
Recognizing and Reporting Child Abuse training completed within 90 days of hire and renewed according to policies.
Physical examination and Tuberculosis test prior to hire
Maintain up to date Pediatric First Aid and CPR certification as required

Physical ability to perform essential job functions without any health restrictions, including the ability to sit or stand for long periods of time; lift, and carry up to fifty pounds, have unrestricted use of the upper body; corrected or uncorrected hearing and vision within normal ranges, and a clear speaking voice; and other abilities necessary to ensure child safety in the facility and in the community, such as, but not limited to the following: oAbility to bend, squat, reach, kneel, and climb stairs oAbility to move from a sitting to standing position quickly, safely, and without difficulty oAbility to chase an eloping child oAbility to join the children's active play including jumping and running, indoors and outdoors

Specific Job Responsibilities:
Facility Leadership, Regulatory Compliance and Site Oversight
Serves as the designated responsible individual for the Bloom Road facility and ensures compliance with all applicable Pennsylvania Department of Human Services (DHS), Office of Child Development and Early Learning (OCDEL), Keystone STARS, and DCDC policies and procedures.
Meets and maintains the qualifications required to serve as the facility's responsible administrator in accordance with 55 Pa. Code §3270.34(b).
Provides daily leadership, management, and oversight of the Bloom Road site, ensuring program operations meet licensing requirements, health and safety standards, and organizational expectations.
Maintains a consistent on-site presence at the Bloom Road facility in accordance with DHS requirements.
Serves as the primary point of contact for site-specific licensing matters, including DHS inspections, compliance reviews, corrective action plans, and regulatory documentation.
Assumes responsibility for facility compliance in the absence of the Executive Director and/or Education Director and ensures designated staff understand expectations for maintaining compliance when site leadership is unavailable.
Maintains current knowledge of DHS regulations, school-age child care requirements, emergency procedures, health and safety practices, and quality improvement initiatives.
Supports implementation of DCDC policies, procedures, mission, values, and continuous quality improvement efforts.
Curriculum and Environment:
Plan and implement a curriculum of developmentally appropriate daily activities and long-term goals that follow the highest goals of early childhood and school-age education.
Work toward social, nutritional, physical, emotional, language, and cognitive goals appropriate to each child's individual needs and developmental level.
Use space, materials, and routines as resources to encourage active exploration and development that supports children's physical, social, emotional, language, cognitive, and life skills development.
Participate in all routines of the daily program, including eating with children, modeling proper table manners, encouraging conversation, sharing the same menu, and establishing and maintaining daily health routines such as toileting, handwashing, and personal care.
Assist in maintaining flexibility within the daily schedule based on the routine care and needs of children.
Prepare materials, bulletin boards, learning activities, records, and reports necessary for the children in the program, including lesson plans, attendance records, developmental assessments, and required documentation.
Support children in all phases of self-care and encourage independence, self-reliance, positive relationships with others, and adherence to safety expectations.
Provide direct supervision of assigned groups of children while consistently following active supervision practices and required supervision procedures.
Supervise and provide guidance to Bloom Road teachers' aides, substitutes, volunteers, and others working with children.
Maintain a safe, organized, developmentally appropriate environment that reflects children's needs, including appropriate materials, multisensory experiences, attractive learning spaces, and properly maintained equipment.
Ensure materials are sanitized, maintained in good repair, and stored safely. Supervisory, Staff Leadership & Compliance Responsibilities
Provides leadership, supervision, coaching, and support to Bloom Road staff to ensure compliance with DHS regulations, quality initiatives, accreditation standards, and DCDC policies and procedures.
Supervises and mentors new staff, completing bi-weekly observations and follow-up reviews with new employees.
Completes provisional staff evaluations and annual evaluations for assigned part-time staff.
Completes required classroom/program observations, including Caregiver Interaction Scale assessments, and submits documentation to the Education Director.
Provides input into staff evaluations and performance discussions as requested by the Education Director.
Coaches and trains staff regarding classroom practices, child supervision, safety procedures, documentation requirements, and regulatory expectations.
Reviews and submits staff timesheets accurately and in a timely manner.
Coordinates substitute coverage for staff absences and manages staffing assignments to maintain required ratios throughout the day.
Collaborates with other program supervisors and administration to ensure appropriate staffing coverage and operational support.
Participates in monthly staff meetings, leadership meetings, and additional meetings as required.
Communicates important updates and information from meetings with assigned program staff.
Maintains open and frequent communication with the administrative team regarding concerns or issues involving enrolled families, children, staffing, or program operations.
Maintains communication with other program supervisors regarding shared, floating, or part-time staff concerns.
Initiates disciplinary or employment actions when appropriate, with approval from Administration.
Family Engagement:
Develop and maintain positive relationships with enrolled families based on trust, respect, and open communication.
Maintain regular communication with families during daily drop-off and pick-up times.
Encourage parent involvement and participation in family engagement opportunities, conferences, and DCDC activities.
Offer parent-teacher conferences for children under direct supervision, minimally twice annually or as requested by families.
Address family concerns in a timely, professional manner and communicate issues requiring administrative support.
Encourage and support parent participation in DCDC activities, including Board of Directors opportunities, family events, and program activities.
Program Operations, Documentation and Health/Safety Compliance:
Provides oversight of daily program operations, ensuring compliance with DHS regulations related to supervision, staffing, ratios, health, safety, and required documentation.
Detect and report children's illnesses, injuries, incidents, or concerns according to DCDC policies and regulatory requirements.
Complete incident reports for injuries, accidents, and unusual occurrences and immediately report suspected child abuse, neglect, or suspicious injuries as required by law and DCDC policy.
Maintain required records and documentation for the program, including but not limited to lesson plans, attendance records, developmental assessments, child records, and licensing documentation.
Ensure required reports and documentation are completed accurately and submitted to the appropriate individuals.
Administer medication to children according to DCDC medication administration policies and procedures when authorized by parents/guardians and permitted by regulations.
Monitor compliance with emergency procedures, drills, evacuation plans, and safety expectations.
Support preparation for licensing inspections, internal reviews, and quality improvement activities.
Professional Development and Professional Expectations:
Conduct oneself as a positive, professional role model for children, families, and staff.
Maintain professional development records through the PA Professional Development Registry (PDR) at PAKeys.org.
Collaborate with the Education Director to develop and implement an individualized annual professional development plan.
Attend required trainings and maintain all required certifications and professional development hours.
Maintain knowledge of current early childhood and school-age education practices, regulations, and quality standards.
Understand and follow the NAEYC Code of Ethical Conduct.
Demonstrate commitment to DCDC's mission, values, and commitment to providing high-quality services to children and families.
