Houston Metropolitan Area, Texas - In Person Position Overview TOYO Solar Technology LLC is seeking an experienced Utilities Supervisor / Deputy Manager to support the development, construction, commissioning, operation, and long-term maintenance of utility and facility infrastructure for our Heterojunction (HJT) solar cell manufacturing project. This position requires a strong combination of facility engineering, utility system management, and hands-on industrial equipment maintenance experience . The successful candidate should have comprehensive experience managing, troubleshooting, maintaining, and improving critical facility systems in a large-scale manufacturing environment. The Utilities Supervisor / Deputy Manager will support utility infrastructure from the project and construction phase through commissioning and full manufacturing operations. The role will be responsible for helping ensure that critical facility systems operate safely, reliably, efficiently, and in compliance with applicable regulatory and operational requirements. Candidates with facility utility experience in semiconductor, photovoltaic/solar cell, electronics, battery, chemical, or other advanced manufacturing environments are strongly preferred. Key Responsibilities Support the planning, design, construction, commissioning, operation, and maintenance of the facility's overall utility infrastructure. Provide technical expertise and oversight for critical facility systems, including: Electrical power and power distribution systems Bulk gas systems Specialty gas and chemical distribution systems Pure water and process water systems Industrial wastewater treatment systems Central HVAC systems Chilled water and process cooling systems Compressed air systems Exhaust systems Air-emissions and exhaust treatment systems Fire protection and other critical facility support systems Provide hands-on technical support for facility equipment maintenance, troubleshooting, repair, preventive maintenance, and system reliability . Develop, implement, and continuously improve preventive and predictive maintenance programs for utility and facility equipment. Troubleshoot utility system failures and equipment performance issues, identify root causes, and coordinate corrective and preventive actions to minimize manufacturing downtime. Monitor equipment condition, system performance, alarms, operating parameters, maintenance history, and reliability trends to identify potential failures before they affect production. Assist with design reviews, equipment selection, procurement, installation, startup, testing, and commissioning of utility and facility systems. Coordinate with engineering consultants, equipment manufacturers, contractors, vendors, and internal departments during facility construction and operational phases. Assist in developing project schedules, budgets, capital plans, maintenance schedules, spare-parts strategies, and resource plans aligned with overall project and production requirements. Ensure utility and facility systems comply with applicable codes, standards, and regulatory requirements, including NFPA, ASME, IBC, ASHRAE, EPA, TCEQ, and applicable Texas and local requirements. Work with permitting, EHS, engineering, and regulatory teams to support permits and compliance requirements related to air emissions, wastewater discharge, hazardous material storage, chemical and gas systems, and fire protection. Support the transition of facility systems from construction and commissioning into stable manufacturing operations. Develop and maintain Standard Operating Procedures (SOPs), preventive maintenance procedures, equipment inspection requirements, emergency response procedures, maintenance records, and training programs for facility operations and maintenance personnel. Oversee equipment performance testing, system validation, commissioning, and handover to ensure utility systems meet required reliability, capacity, efficiency, safety, and redundancy standards. Respond to utility equipment failures and facility emergencies and coordinate troubleshooting and recovery activities to restore operations safely and efficiently. Identify opportunities for energy optimization, utility cost reduction, equipment reliability improvements, sustainability initiatives, and continuous improvement. Manage and coordinate outside contractors and service providers performing maintenance, repair, inspection, installation, or modification of facility utility equipment. Support development of critical spare-parts inventories and maintenance strategies to minimize equipment downtime. Supervise, train, and provide technical guidance to facility engineers, technicians, and maintenance personnel as the facility operations team develops. Partner closely with Production, Equipment Engineering, Process Engineering, EHS, Quality, and other departments to ensure utility systems continuously support manufacturing requirements. Perform additional duties and responsibilities as assigned by Company leadership. QualificationsRequired Bachelor's degree or higher in Mechanical Engineering, Electrical Engineering, Chemical Engineering, Facilities Engineering , or a related technical field. Minimum of 8 years of experience in industrial facility engineering, facility equipment maintenance, utility system management, plant engineering, or manufacturing plant operations. Minimum of 3 years of supervisory, leadership, or management experience . Demonstrated experience managing and maintaining multiple industrial/manufacturing facility utility systems. Strong hands-on experience with troubleshooting, maintenance, repair, reliability, and operation of industrial facility equipment. Demonstrated knowledge and experience with several of the following critical systems: Electrical power distribution Bulk gas systems Specialty gas systems Chemical delivery/distribution systems Pure/process water systems Industrial wastewater treatment Central HVAC Chilled water/process cooling Compressed air Exhaust systems Air-emissions/exhaust treatment systems Experience developing or managing preventive maintenance programs, equipment maintenance schedules, troubleshooting procedures, and equipment reliability programs. Experience supporting facility equipment installation, startup, commissioning, maintenance, and operational handover. Strong understanding of industrial safety practices and applicable facility codes and standards. Excellent troubleshooting, project management, communication, leadership, and cross-functional collaboration skills. Preferred Qualifications Experience in semiconductor, solar cell/photovoltaic, electronics, battery, chemical, or other advanced manufacturing facilities . Experience supporting high-purity manufacturing utility systems , including specialty gases, chemicals, pure water, and exhaust treatment. Previous experience with semiconductor wafer or solar cell manufacturing facilities is highly preferred. Experience participating in the construction, startup, commissioning, and operational readiness of a new manufacturing facility. Familiarity with NFPA, IBC, ASHRAE, EPA, TCEQ, and Texas/local regulatory requirements. Experience with computerized maintenance management systems (CMMS), preventive maintenance planning, spare-parts management, and equipment reliability programs is preferred. About the Project TOYO Solar is expanding its U.S. manufacturing platform through the development of a state-of-the-art 1.5 GW Heterojunction (HJT) solar cell manufacturing facility in the Houston metropolitan area, Texas. The new facility will be co-located with TOYO's existing solar module manufacturing operations, creating an integrated domestic manufacturing hub that supports the production of high-efficiency, U.S.-made solar products. As part of TOYO's long-term strategy to build a vertically integrated and FEOC-compliant solar manufacturing platform in the United States, the facility will produce next-generation HJT solar cells designed to deliver industry-leading efficiency, enhanced energy yield, and improved supply-chain resilience for the U.S. solar market. The project is currently progressing through site development, engineering, permitting, and construction planning phases. TOYO is seeking experienced professionals to support the successful development, construction, commissioning, and operational readiness of this strategic manufacturing project.
