A Utilities & Power Distribution Engineer designs and coordinates maintenance of electrical utilities and associated power distribution systems. Performs inspections, performance evaluations, troubleshooting and sunsetting of systems.
We are recruiting a utility supervisor/deputy manager responsible for leading the planning, design, construction, and commissioning of all utility and facility infrastructure systems in the heterojunction (HJT) battery manufacturing project. This role is crucial for ensuring that the facility's power, water, compressed air, HVAC, process cooling, wastewater treatment, and dedicated gas/chemical systems are delivered on time, within budget, and fully compliant with regulatory and operational requirements. Ideal candidates should possess deep technical expertise in industrial utility systems, strong project management capabilities, and experience in building large-scale manufacturing facilities. This position offers a unique opportunity to build a newly built HJT solar power plant from scratch and establish a robust utility operation that supports world-class manufacturing performance.
Key Responsibilities:
（1） Provides sound advice on managing overall utility infrastructure strategies, including power distribution, natural gas, drinking and process water, chilled water, compressed air, HVAC, exhaust gas, wastewater treatment, and bulk specialty gas/chemical systems （2） Assist superiors with design reviews, equipment selection, procurement, installation, and commissioning of all utility systems, and coordinate with engineering consultants, equipment suppliers, and building contractors （3） Assist in developing project schedules, budgets, and resource plans to ensure alignment with overall project milestones （4） Ensure all utility systems comply with applicable codes, standards (such as NFPA, ASME, IEC, Local Building Codes), and environmental regulations （5） Work with permitting and regulatory teams to obtain necessary permits related to air emissions, wastewater discharge, hazardous material storage, and fire protection （6） Assist in managing the transition from construction to operation, develop standard operating procedures (SOPs), maintenance plans, and develop training programs for facility operations teams （7） Oversee performance testing, validation, and handover of utility systems to ensure reliability, efficiency, and redundancy goals （8） Providing technical support and advice for energy optimization, sustainability initiatives, and cost-cutting projects （9） Supervise and guide junior facility engineers and technicians during team development （10） Perform additional duties assigned by company leadership
Qualifications:
（1) Must hold a bachelor's degree or above in mechanical engineering, electrical engineering, chemical engineering, or a related field （2) Must have at least 8 years of experience in industrial facility engineering, utility system design, or plant operations, and at least 3 years of supervisory or management experience （3) A strong track record in managing large utility infrastructure projects (preferably in semiconductor, photovoltaics, or advanced manufacturing industries) （4) Solid knowledge of HVAC, compressed air, chillers, boilers, water treatment, wastewater treatment, and high-purity gas/chemical distribution systems （5) Familiarity with relevant regulations and standards (NFPA, IBC, ASHRAE, EPA, TCEQ) and experience with local Texas regulatory requirements are a plus （6) Excellent project management, communication, and cross-functional collaboration skills （7) Candidates with experience in solar cell or semiconductor wafer manufacturing projects will be given high priority ---About the project--- TOYO Solar is expanding its U.S. manufacturing platform through the development of a state-of-the-art 1.5 GW Heterojunction (HJT) solar cell manufacturing facility in the Houston metropolitan area, Texas. The new facility will be co-located with TOYO's existing solar module manufacturing operations, creating an integrated domestic manufacturing hub that supports the production of high-efficiency, U.S.-made solar products. As part of TOYO's long-term strategy to build a vertically integrated and FEOC-compliant solar manufacturing platform in the United States, the facility will produce next-generation HJT solar cells designed to deliver industry-leading efficiency, enhanced energy yield, and improved supply chain resilience for the U.S. solar market. The project is currently progressing through site development, engineering, permitting, and construction planning phases.
