HAYWOOD COUNTY SCHOOLS

ASSISTANT

FINANCE OFFICER

POSITION SUMMARY

Under the general supervision of the Chief Finance Officer, the Assistant Finance Officer assists with the preparation, monitoring, and administration of the school system's annual budget and provides support for payroll, accounts payable, financial reporting, compliance, and special projects.

ESSENTIAL RESPONSIBILITIES

Assist with preparation, implementation, monitoring, and administration of the annual budget.

Prepare budget amendments, journal vouchers, and 202s; respond to budget information requests.

Assist with grant budgets and federal budget submissions to the North Carolina Department of Public Instruction (NCDPI).

Monitor state and federal allotments and budget balances to prevent overspending and maximize available funding.

Monitor changes in federal, state, and NCDPI requirements affecting finance and payroll operations.

Handle complex payroll and benefit issues escalated beyond the Payroll Supervisor level.

Serve as backup to the Payroll Supervisor and Finance Coordinator as needed.

Review LICSAL for salary exceptions and process payroll journal vouchers and 202s.

Complete required NCDPI reports and surveys and reconcile

ESS K-12

Education Staffing invoices.

Serve as a liaison for special projects between Finance and other departments.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of governmental accounting principles, practices, and procedures.

Knowledge of payroll functions and ability to perform payroll-related mathematical calculations accurately.

Strong analytical, organizational, communication, and problem-solving skills.

Ability to coordinate work, meet deadlines, exercise independent judgment, and work with minimal supervision.

Ability to maintain confidentiality and work effectively under pressure.

Proficiency with Microsoft Office and Google Suite; strong data-entry and computer skills.

Ability to establish and maintain effective working relationships and resolve employee concerns professionally.

MINIMUM QUALIFICATIONS
Prefered:

Bachelor's degree from an accredited four-year college or university; at least 15 semester hours in accounting preferred.

Minimum of two years of experience in finance and/or budgeting.

Experience in auditing, budgeting, accounting, and payroll for a North Carolina public school system or governmental unit preferred.

BASE SALARY

$55,000-$68,000 + local supplement, dependant on experience.

ADDITIONAL REQUIREMENTS

Must be able to operate standard office equipment and a motor vehicle. Position requires the ability to communicate effectively, perform routine office and computer-based work, and occasionally attend off-site or overnight training.
