The Contracts Department is responsible for evaluating, negotiating, and awarding products/services/equipment bids and other value-added services based on committee decisions and guidance with an emphasis on the value to the entire HPS Membership. Position Summary The Contract Portfolio Analyst is responsible for the communication of all contract activities with business partners through the utilization of technology and other available resources. Solid relationship skills with manufacturers and broker representatives is a must. Essential Responsibilities The essential functions include, but are not limited to the following: Responsible for the HPS Food Allowance Program, to increase the value to the HPS Membership and communicate to the HPS staff. Gains and maintains a knowledge base of specified contract programs including new/changes/deletions. Identifies top contracts (highest purchase volume) by class of trade. Stays abreast of the process to achieve best price available (LOC, LOD, other forms). Assists in development of presentation to Members. Routinely updates HPS technology solutions on specified programs. Creates, proofs, maintains, and prints price list, letters of commitment, participation forms and other related forms. Places all legal notices for all bids Responsible for the HPS Contract Audit Program. Completes monthly market basket analysis of healthcare, education and university food programs. Members with registration, program questions and/or concerns. Training through webinars and live trainings where needed. Participates in HPS Dietary Advisory Committees, interdepartmental meetings and GFS trade shows. Responds and is accountable for resolving member/vendor contract questions and HPS staff questions on contracts. Attends Partner Trade shows to learn and meet with Vendor partners. Creates bids, proposal documents and assist in preparing final value analysis to the Advisory Committee meetings. Generates call reports in HPS database with contract information on specified programs. Assists Member Services with requested information, documentation, and Member requests. Submits monthly contract updates/information to Communications Department for newsletter. Travels as needed. Other duties as assigned.
Level of Authority:
Resolves issues on HPS programs as assigned. Updates company indexes. Assists with negotiations of HPS contracts. Education & Experience Bachelor's degree preferred. 4 + years of experience in supply chain management, purchasing or related field. Ability to investigate and negotiate opportunities to enhance the position of HPS. Proficient in Microsoft Office Suite. Competencies
