Assistant Director of Finance

Job Description

Under the direction of the Director of Finance, the Assistant Director of Finance provides strategic leadership and management oversight to the Finance Department; develops and implements financial policies and objectives; assists with the oversight of the budgeting process and city audits; fosters collaboration across departments; coordinates daily activities within the Finance Department, including general accounting, financial reporting, utility billing and customer service, purchasing, and payroll; ensures regulatory compliance; may serve as the Director in his or her absence; performs other duties, as required. Essential duties and responsibilities may include, but are not limited to the following: Provide complex staff assistance to the Director of Finance in the administration of the department, including general accounting, utility billing, customer service, purchasing, payroll, budget, and financial reporting systems. Assist with annual budget preparation, including cost and revenue estimates. Participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs. Provide or coordinate staff training. Monitor and approve expenditures. Prepare, review, and evaluate a variety of financial reports and statements, including general ledger, bank reconciliation, budget variances, and monthly or quarterly reports. Develop and standardize procedures and methods to improve the efficiency and effectiveness of City financial operations and compliance with laws, regulations, City policies, Governmental Accounting Standards Board (GASB), and Generally Accepted Accounting Principles (GAAP). Continuously monitor and evaluate service delivery methods and procedures and identify opportunities for improvement. Assist the Director by coordinating and participating in the preparation of the Annual Comprehensive Financial Report (ACFR). Ensure audits are completed in a timely manner. Ensure all regulatory reporting is completed accurately and on time. Analyze financial transactions and records to ensure conformity and compliance. Prepare staff reports and other necessary correspondence. Coordinate assigned activities with those of other departments and outside agencies or organizations. Maintain confidentiality of work-related issues and City information. May participate in a variety of committees. May perform other duties of a similar nature and level as assigned.
Education, Training and Experience Guidelines:
Bachelor's degree in Accounting, Business or Public Administration, or a closely related field, and five (5) years of professional municipal finance experience, including two (2) years in a lead or supervisory role. A master's degree or a Certified Public Accountant (CPA) certification is desirable.
License and Certification Requirements:
Must possess a valid California driver's license. The City reasonably expects driving to be one of the job functions for the position, and the City reasonably believes that using an alternative form of transportation would not be comparable in travel time or cost to the
City Knowledge of:
City policies, procedures, and Municipal Code. Principles and practices of general accounting and bookkeeping. Principles and practices of municipal budget administration. Principles and practices of effective employee supervision. Principles and practices of grant accounting. Principles and practices of municipal revenue management. Methods and techniques of auditing, internal control, and regulatory compliance requirements. Advanced mathematical principles and practices. Accounting and financial enterprise systems. Principles and practices of purchasing, payroll, utility billing, and customer service practices. Research and data collection methods and techniques. Accounts receivable/payable procedures. Pertinent state and federal laws regulating public finance and fiscal operations, including GASB and GAAP. Principles of supervision, training, and performance evaluation. Financial principles, including budgeting, financial reporting, and general accounting practices. Modern office methods, practices, procedures, and equipment, including software and database programs. English usage, spelling, grammar, punctuation, and basic mathematical principles.

Developing and implementing financial policies, procedures, and objectives that enhance operational efficiency and compliance. Working independently and exercising judgment in handling sensitive and confidential financial data. Providing direction and management for the Finance Department while fostering collaboration across other departments. Ensuring compliance with financial regulations and audit requirements, including timely completion of audits and financial reporting. Using financial software and accounting systems for general ledger management, budgeting, and reporting. Demonstrating financial analysis, report preparation, and financial forecasting skills. Work is performed in an office environment and in close proximity to other workers. Incumbent shall be exposed to those conditions normally encountered in a business office environment. Positions in this class typically require balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing, and repetitive motions with or without reasonable accommodation.
Medium Work:
Exerting 20 to 50 pounds of force occasionally (up to 1/3 of workday), and/or 10 to 25 pounds of force frequently (1/3 to 2/3 of workday), and/or greater than negligible up to 10 pounds of force constantly (2/3 or more of workday) to move objects. Physical Demand requirements are in excess of those for Light Work. Incumbents must be able to see and hear in the normal range, with or without correction, and communicate verbally and in written form with great facility and must be able to be understood. Incumbents must have the stamina to work long hours and overtime, if assigned, and must be willing to work an irregular schedule, which may include weekends, holidays, evenings, and/or varying shifts
