POSITION OVERVIEW

Performs all skilled mechanical work in the repair, overhaul, and maintenance of automobiles, trucks, heavy and light construction equipment, small engines, and performs minor body repair work. Overhauls, repairs and maintains generators and sewage and water pump stations and the mechanical equipment at the Water Filtration Plant. Adjusts, repairs and overhauls all classes of stationary or mobile equipment to insure proper functioning, keep maintenance records, requisitions parts and supplies and makes estimates of repair and replacement costs.

SUPERVISION RECEIVED

Receives general supervision from the Fleet Manager in Public Works or designated supervisor. Works independently and determines task priorities within work assignment. May provide lead or task assistance to assigned personnel.

EXAMPLES OF ESSENTIAL DUTIES

1. Plans and organizes work procedures using repair manuals, charts and experience. 2. Operates vehicle or equipment; discusses performance with operator; uses testing equipment and power and hand tools to analyze, test, inspect and determine any malfunction. Follows preventive maintenance schedule and seasonal work plan to meet priorities of unit. 3. Uses hand and power tools to remove, disassemble, and repair, rebuild or replace defective parts of units. Performs engine, transmission and differential overhauls, electrical system repairs and rewiring, brake and clutch system repairs, and similar mechanical work. Makes repairs to mechanical equipment and overhauls equipment and pumps regularly. Diagnoses major engine and transmission problems for warranty or insurance related repair work. 4. Uses hand tools and power tools to repair damaged vehicle bodies, body parts and auxiliary parts of equipment. Attaches auxiliary equipment to trucks and construction equipment. Maintains work area in clean and safe condition. Observes safety procedures at all times and wears protective clothing as required. May train others as necessary in safety measures and practices. 5. Performs routine vehicle maintenance work including tune-ups, lubrications, oil changes, tire changing and balancing. Performs periodic safety inspections. 6. Inventories and requisitions tools, materials and supplies for assigned tasks, as necessary. 7. Overhauls, repairs and maintains generators and sewage and water pump stations. 8. Performs on and off site repairs of golf course equipment, shop tools, shop equipment and facilities. 9. Welding, fabrication, and minor electrical equipment as needed. 10. Performs maintenance and repairs of swimming pool filters and filtration equipment. 11. Installs and performs routine repair to fountains, aerators, pools, pumps and other maintenance equipment. 12. Makes repairs on snow removal equipment such as snow plows, snow blowers, sanders, hydraulics, etc. 13. Utilizes current computer hardware and software to maintain vehicle maintenance repair records, ordering parts and other applicable computer-related duties as needed. 14. Performs other related duties as necessary.

EXAMPLES OF INCIDENTAL DUTIES

Performs repair work on road as necessary, including during winter storm or other emergencies. May operate equipment to move and load materials. In the Utility Division of Public Works may perform general building maintenance and repairs.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED

Ability to perform skilled vehicle and heavy construction equipment maintenance and repair work, including gas and diesel engines. Ability to diagnose vehicle and equipment failures and to prepare related repair orders. Knowledge of the functions, operating methods, and care and maintenance required of the light and heavy equipment used in roads and maintenance projects. Ability to operate and maintain truck and heavy and light maintenance and construction equipment. A working knowledge of water, sewage and fuel pump station operating equipment and ability to repair same. Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagrammatic form. A working knowledge of the work hazards and safety practices relating to light and heavy equipment operation and road maintenance work. Ability to work independently. May provide lead or task assistance to assigned personnel.

MINIMUM QUALIFICATIONS REQUIRED

Graduation from high school or completion of a vocational technical school program in automotive repair or the equivalent, and three years experience in automotive and heavy equipment repair work, or an equivalent combination of education, training and experience.

LICENSE OR CERTIFICATE

Connecticut Class B CDL with air brakes preferred. Endorsements of tanker and bus preferred. Pool operation certification desired. For those hired without a CDL the employee shall obtain their State of Connecticut Class B Commercial Driver's License within six (6) months from their date of hire. Failure to obtain CDL within six (6) months of date of hire shall result in termination. The City will reimburse the cost for classes and one test to obtain a CDL B within six (6) months of hire.

PHYSICAL EXERTION/ENVIRONMENTAL CONDITIONS

Must wear protective clothing and safety equipment and take safety precautions at all times. Exposed to hazardous conditions during routine work and in general emergencies. Must be able to lift and/or carry objects of light to heavy weight. Some highway driving may be required to carry out duties. Performs duties in extreme weather conditions, including heat, cold, rain or snow. Physical strength and agility sufficient to do heavy manual work.

PROBATIONARY PERIOD

The probationary period for this position shall be twelve (12) months.

PASSING GRADE

The minimum passing grade is 70%.

DURATION OF EMPLOYMENT LIST

A certified employment list shall be in effect for one year from the date of its establishment by the Civil Service Commission. Subsequent to the initial certification of the employment list, no sooner than 10 months and no later than 11 months and 29 days from date of initial certification, the Commission may, upon the showing and finding of exigent or extenuating circumstances, extend the duration of the list when it is deemed to be in the best interest of the City. The City, or any individual, may request that consideration of extension be placed on the Civil Service regular meeting agenda by notifying the Personnel Director no later than one calendar week prior to the monthly meeting. The maximum period of time that a list shall remain in effect is two years from date of initial certification.

RULE OF FIVE PLUS THREE

When a vacancy exists for this position, the Appointing Authority is sent the first five names in rank on the certified Employment list plus the next three highest City residents. All may be considered equally for the one job vacancy.

PHYSICAL EXAMINATION

Prior to beginning work, the successful candidate must complete and qualify on a City medical examination and background check.
