Job Description

About Civic Center Square Civic Center Square is a family-owned commercial real estate development, ownership and property management firm based in Fresno, California. We self-manage approximately 500,000 square feet of office space in downtown Fresno, anchored by federal government tenants under GSA leases. Because we own what we manage, we take a long-term view of our buildings and of the people who keep them running. The Opportunity We are consolidating day-to-day property management under a single Property Manager and creating a dedicated leadership position to own everything on the physical side of the portfolio: the in-house maintenance and labor crews, outside vendors and contractors, work order triage and scheduling, purchasing and inventory, tools, equipment and vehicles, and the recurring service contracts that keep our buildings compliant and comfortable. The Facilities & Maintenance Manager will be the single point of accountability for the condition of our buildings and for the productivity of the people and vendors who maintain them. This is a hands-on management role for someone who has run maintenance operations across multiple commercial buildings, knows building systems well enough to make the in-house-versus-contractor call quickly and correctly, and can bring structure (preventive maintenance schedules, purchasing controls, vendor accountability and clear reporting) to a maintenance operation that is being consolidated under one leader for the first time. Position Summary The Facilities & Maintenance Manager directs all maintenance, repair and facilities operations for the portfolio. The role supervises the in-house maintenance and labor team, manages outside vendors and service contractors, determines whether each repair is performed in-house or contracted out, schedules and prioritizes all work, and controls purchasing, inventory and equipment. The Manager ensures the buildings meet the maintenance standards required by our leases, including the specific operating and compliance requirements of GSA-leased space, and operates within approved budgets. Key Responsibilities Maintenance Operations & Work Order Management Receive, triage and prioritize all work orders and service requests from tenants, the Property Manager and ownership; run a single work order system with clear status, response-time and completion tracking across every property. Evaluate each repair and decide whether it is performed in-house or by an outside vendor, based on scope, required skills, licensing and permit requirements, safety, cost, urgency and crew availability. Establish response-time standards by priority (emergency, urgent, routine) and hold the team and vendors to them. Schedule and dispatch in-house technicians and vendors daily; sequence work to minimize disruption to tenants, including federal agency offices. Build and maintain a preventive maintenance program for all major building systems: HVAC, electrical, plumbing, roofing, elevators, fire/life safety, lighting, parking structures and lots, building envelope, exterior and common areas. Inspect properties on a regular schedule; identify deferred maintenance, safety hazards and conditions that affect tenant satisfaction or lease compliance, and initiate corrective work. Respond to after-hours emergencies (water intrusion, power loss, HVAC failure, fire/life-safety alarms, break-ins) and direct emergency mitigation and restoration. Team Leadership Supervise, schedule, train and evaluate the in-house maintenance technicians and general labor staff; set daily priorities and hold the team accountable for quality, productivity and professionalism. Participate in hiring, onboarding, performance reviews and disciplinary decisions; identify skill gaps and arrange training and certifications. Lead safety for the field team: enforce Cal/OSHA requirements and the company's Injury and Illness Prevention Program, conduct regular safety meetings, ensure proper PPE, fall-protection and lockout/tagout practices, and investigate and report incidents. Develop standard operating procedures and checklists for recurring tasks so work is consistent regardless of who performs it. Approve timecards and manage overtime; arrange crew coverage for work that must occur outside tenant business hours. Vendor & Contractor Management Source, qualify and manage outside vendors and licensed contractors for specialty trades and for work beyond in-house capacity (HVAC, electrical, plumbing, roofing, elevators, fire/life safety, glazing, paving, restoration and others). Write clear scopes of work, obtain and level competitive bids, negotiate pricing and issue work authorizations and purchase orders within approved authority. Verify contractor licensing, insurance certificates and endorsements before work begins; maintain a current approved-vendor list. Coordinate contractor access, badging and escort requirements for work in federal tenant spaces. Supervise vendor work in the field, confirm completion and quality before approving invoices, and resolve performance or billing disputes. Recurring Service Contracts Own the portfolio's recurring service contracts, including HVAC preventive maintenance, elevator maintenance, fire sprinkler/alarm/extinguisher inspection and testing, backflow testing, janitorial, landscaping, pest control, security patrol, parking lot sweeping and striping, window washing, waste and recycling, and generator maintenance. Maintain a master contract calendar with scope, pricing, term, renewal and notice dates, and required inspection and certification cycles; bring renewals, re-bids and price increases to ownership well ahead of deadlines. Audit contractor performance against contract scope and frequency; review and approve recurring invoices; identify consolidation, re-scoping or re-bid opportunities that reduce cost without reducing service. Purchasing, Inventory & Equipment Establish and run a disciplined purchasing process: purchase orders, approval thresholds, preferred vendor and supply-house accounts, and coordination with Accounts Payable for coding and payment. Negotiate house accounts and pricing with supply houses (electrical, plumbing, HVAC, janitorial, hardware) and consolidate purchasing where it reduces cost. Manage parts, supplies and materials inventory with par levels, secure storage and periodic counts; reduce emergency purchases, duplicate buying and shrinkage. Maintain a register of company tools, equipment and vehicles; schedule service, track assignment and condition, and recommend repairs or replacements. Ensure invoices and purchases are coded correctly by property and account to support operating-expense recovery and property-level financial reporting. Compliance, Safety & Risk Ensure buildings meet the maintenance, operating-hour and service standards in tenant leases, with particular attention to GSA lease requirements; prepare and execute corrective action plans in response to any tenant or agency deficiency notices. Keep required inspections, permits and certifications current, including fire sprinkler and alarm systems (Title 19), elevators, backflow prevention devices, generators, fire department inspections and energy benchmarking.
Maintain building records:
equipment inventories, warranties, as-builts, O&M manuals, inspection reports and permits. Monitor accessibility (ADA) conditions in common areas and parking and coordinate corrections; maintain key and access-control programs for all properties. Coordinate with ownership and insurance carriers on property-damage claims, including documentation, mitigation and restoration oversight. Budgeting, Reporting & Capital Planning Prepare the annual repair, maintenance and capital budget for each property with the Property Manager and ownership; track actual spending against budget and explain variances. Develop multi-year capital plans (roofs, HVAC replacements, parking lots, elevators, building envelope) supported by condition assessments and cost estimates. Manage small capital projects and tenant-requested repairs end to end; support ownership on larger projects and tenant improvements with scoping, bid review and field oversight. Report weekly to ownership on open work orders, crew productivity, vendor activity, significant repairs and upcoming contract, inspection and compliance deadlines. Tenant & Stakeholder Coordination Partner daily with the Property Manager on tenant requests, move-ins and move-outs, lease-required maintenance obligations and advance notice to tenants of scheduled work. Serve as the primary point of contact for GSA building management and lease administration staff on maintenance, repair and deficiency matters. Communicate professionally with tenants and their staff; set clear expectations and follow up to confirm work is complete to their satisfaction. Qualifications Required Seven or more years of progressive experience in commercial facilities, building engineering or maintenance operations, including at least three years supervising maintenance staff and vendors across multiple buildings. Strong working knowledge of commercial building systems (HVAC, electrical, plumbing, roofing, elevators, fire/life safety, building automation) sufficient to diagnose problems, scope repairs and evaluate vendor proposals. Demonstrated experience managing service contracts, competitive bidding and vendor performance. Experience with purchasing, inventory control and maintenance budgeting. Ability to read construction drawings, mechanical and electrical plans and equipment manuals. Proficiency with work order/CMMS software and Microsoft Office; comfortable with building automation and access-control systems. Valid California driver's license, insurable driving record and ability to travel between properties daily. Ability to obtain and maintain the federal background investigation and suitability clearance required for unescorted access to federal tenant spaces. High school diploma or equivalent. Preferred Experience maintaining GSA-leased or other government-occupied space. Knowledge of or experience with AppFolio (or a comparable property management platform), Excel and Microsoft Project. Trade background or certification in HVAC (EPA 608), electrical or plumbing; OSHA 30. Professional credentials such as BOMI SMA, SMT or RPA, or IFMA FMP or CFM. Associate's or bachelor's degree in facilities management, construction management, engineering technology or a related field. Bilingual English/Spanish. Experience with CAM and operating-expense recovery and property-level financial reporting. Knowledge, Skills & Abilities Sound judgment on the in-house-versus-contractor decision: knows the limits of the crew and when licensing, permitting, warranty or liability require a specialist. Organized planner who runs on calendars, checklists and systems rather than memory. Clear, direct communicator with tenants, crews, vendors and ownership; professional and credible with federal agency personnel. Cost-conscious; negotiates well and holds vendors to scope and price. Calm, decisive and reachable in emergencies. Hands-on leader willing to be on roofs, in mechanical rooms and in the field alongside the crew. Working Conditions & Physical Requirements On-site across downtown Fresno properties with regular travel between buildings; no travel outside Fresno is required. Work environments include offices, mechanical rooms, rooftops, parking structures and construction areas, with exposure to weather, noise, dust and heights. Ability to climb ladders and stairs, work on roofs and lifts, lift and carry up to 50 pounds, and stand or walk for extended periods. Standard schedule is Monday through Friday during business hours, with on-call availability for emergencies and occasional evening or weekend work for projects that cannot be performed during tenant hours.
