Job Description

We are seeking an experienced Project Quality Lead to support a long-term refinery project in Joliet, Illinois . This role will be responsible for developing, implementing, and maintaining the Project Quality Management System (PQMS) and ensuring quality requirements are effectively integrated across engineering, procurement, construction, and project execution activities. This is a long-term onsite assignment. Candidates must be local to Illinois or willing to relocate permanently to the Joliet area at their own expense . Per diem or temporary relocation support is not available. Key Responsibilities Develop, implement, and maintain the Project Quality Management System (PQMS). Develop and maintain the Project Quality Plan, quality control procedures, and procurement and construction surveillance programs. Ensure development and implementation of Engineering Surveillance Programs. Coordinate development of surveillance tools for specific work scopes. Lead and coordinate the Project Quality Scorecard Program. Review and discuss Project Quality Scorecard results with Project Management. Coordinate development and execution of the project quality audit program. Ensure nonconformances and quality issues are properly identified, documented, reported, tracked, and resolved. Establish and implement project quality reporting, KPI, and metrics programs. Monitor quality performance and identify trends, risks, and opportunities for improvement. Interface with Project Management to ensure appropriate resources, support, and direction are provided for successful execution of the PQMS. Partner with Engineering, Construction, Operations, Procurement, and other project disciplines on quality-related matters. Provide quality input into interfacing project documents, including training plans, management of change plans, organizational plans, and related project procedures. Support execution of quality requirements throughout the project lifecycle. Participate in project meetings, reviews, audits, and surveillance activities as required. Perform additional project quality responsibilities as assigned. Required Qualifications 10+ years of relevant quality experience, preferably supporting refinery, petrochemical, downstream, EPC, or major industrial construction projects. Strong experience developing and implementing project quality management systems. Demonstrated experience with project quality plans, surveillance programs, audits, nonconformance management, and quality metrics. Experience working across engineering, procurement, construction, and operations functions. Strong knowledge of quality assurance and quality control principles within major capital projects. Ability to develop and maintain effective relationships with Project Management and multidisciplinary teams. Strong written and verbal communication skills. Strong organizational, analytical, and problem-solving capabilities. Ability to work independently and provide quality leadership across multiple project workstreams.
Location & Relocation Requirements Work Location:
Joliet, IL Candidates may be sourced nationally within the United States. Candidate must either be local to Illinois or willing to relocate permanently to Joliet, IL at their own expense . This is not a rotational or per diem-based assignment. The selected individual is expected to establish Joliet, IL as their local work location for the duration of the assignment. Schedule 4/10s or 5/8s, depending on project requirements. Opportunity for overtime. Assignment Duration This is a long-term project assignment supporting refinery project execution and quality management activities.
