SPA:
Objective. Responsive. Trusted. The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues. SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage. We have a near-term need for a Sr. Technology Advantage Analyst to provide onsite support out of Norfolk, VA. Responsibilities The candidate will support the identification, assessment, and cataloguing of new and existing Emerging and Disruptive Technologies (EDTs) and contribute to the continued development of Technology Advantage (TA) as a critical enabler. Analyze how Technology Advantage can support identified Warfare Development Initiative (WDI) Lines of Development and assist in updating TA Vision documents to establish and communicate a common understanding of the TA concept. Contribute to the preparation of the TA Action Plan and support the definition of Initial Operating Capability (IOC) and Final Operating Capability (FOC). Support the establishment and development of a Technology Advantage Community of Interest, facilitating engagement and collaboration with stakeholders across NATO as well as relevant external organizations. Provide the TA Project Manager and Sponsor with timely information, analysis, reports, and other deliverables related to implementation of the TA Action Plan while supporting the integration of the TA concept with associated projects, initiatives, and experimentation activities. Work directly with internal and external stakeholders to advance Technology Advantage objectives, promote coordination across related efforts, and ensure activities remain aligned with broader NATO capability development and innovation priorities.
Qualifications Required:
Bachelor's degree in Computer Science, Information and Communication Technology, or a closely related scientific or engineering discipline, and 4+ years of relevant post-degree experience; in lieu of a degree, candidates must demonstrate 6+ years of extensive and progressively responsible experience related to the functions of the position. 2+ years of experience in the acquisition, assembly, and interpretation of research and technology information. Knowledge of Science and Technology (S&T) information sources within NATO Nations, including defense research laboratories, academic institutions, media sources, and defense ministries. Experience interpreting future S&T and Emerging and Disruptive Technology (EDT) information to assess how technologies may be applied within a military environment and adopted to address current and future operational challenges. Practical experience with PC office automation products, including the use of internet-based resources for research and information gathering. Ability to conduct analytical work on EDT-related documentation, identify technology adoption pathways, and develop practical examples demonstrating how emerging technologies can be applied to current and future conflicts and operational challenges. Active NATO or National Secret clearance. Demonstrated proficiency in English, as defined by STANAG 6001, Standardized Linguistic Profile (SLP) 3333in Listening, Speaking, Reading, and Writing, or equivalent. Able to work fully onsite based on client needs. Pay Range Information At SPA, we strive to deliver a robust total compensation package that will attract and retain top talent. Salaries are commensurate with experience and qualifications, as well as market and business considerations. Virginia, Pay Transparency Salary range: USD $120,000.00/Yr. - USD $160,000.00/Yr.
