WORK OBJECTIVE
Reporting to the Deputy Director of Aviation, responsible for the overall daily management of the Landside Staff and safe and efficient operations of the landside facilities, maintenance of mechanical equipment, building systems, and upkeep of landside buildings at the Buffalo Niagara International Airport. This position manages and brings solutions to issues involving customer flow, customer service, airport landside infrastructure and facility issues, ground transportation, roadway activity, commercial vehicle management, customer parking, parking revenue control systems (PARCs) and consolidated rental car facility (CONRAC) operations.
ESSENTIAL FUNCTIONS
The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. Manages the daily operations of skilled labor and landscape employees including related administrative duties. Attend and schedule meetings with tenants, outside contractors, and external departments as required for operational and maintenance actions. Act as liaison with airport tenants and concessionaires for landside facility/system maintenance projects. Monitors compliance with airport and federal regulations to ensure the safety and security of the traveling public, tenants and airport employees. Monitors and enforce contractual and operating agreements, airport rules and regulations, and standard operating procedures, including assisting with collective bargaining with represented staff as required. Works with Incident Command/Airport Management in managing, coordinating, and resolving airport emergencies, security issues, and unusual situations within the landside area of operations. Prepare and manage operating and capital improvement budgets and procurement actions. Establish priorities, track trends, and report performance metrics monthly. ABILITIES
This position requires thorough knowledge of and the ability to evaluate the functional performance of mechanical equipment, building systems and maintenance techniques and procedures, in addition to the following: knowledge of property management, CONRAC operations, and parking management including parking revenue control systems. Ability to order proper supplies and equipment and maintain properties; knowledge of union contracts and guidelines to participate in contract negotiations and to schedule staff and maintain work standards. Ability to communicate effectively, both verbally and in writing; ability to think analytically, to solve problems and keep equipment and property in good condition. Ability to interact positively and effectively with elected officials, Authority leadership, managers, local, state, and federal agency representatives, contractors, tenants, media representatives, dignitaries, customers, and members of the public from widely diverse cultural and socio-economic backgrounds. Experience in de-escalating customer-facing situations. Ability to establish and maintain professional and effective working relationships with the Authority and other airport employees, representatives of other agencies and the public. Proficient knowledge of Microsoft Office software including Excel, Word, PowerPoint and Access.
MINIMUM QUALIFICATIONS
Bachelor's degree in aviation business administration, business, engineering, facilities management, industrial management or industry related field and 5 or more years of supervisory experience in ground transportation management, parking operations, or similar fields. Demonstrated experience in consolidated rental car facility (CONRAC) operations and maintenance, parking management including parking access and revenue control system (PARCS) operations with emphasis on customer service excellence. An equivalent combination of education, training, industry credentialing and experience may be substituted for the qualifications listed above. Valid NY State Driver License. Must be able to obtain and maintain a SIDA badge/US Customs and Border Protection Seal. The incumbent must carry a company paid cell phone in order to respond to and coordinate emergency situations and is on-call 24 hours per day to respond to airport landside emergencies as needed.
