Introduction Bring your experience acting as a liaison between Business Area Experts and IT Professionals as a Business Systems Analyst (IS Business Automation Specialist) with the Wisconsin Department of Transportation, Division of Motor Vehicles! This position offers a hybridized work schedule. The position will be headquartered at and required to work from the Hill Farms State Office Building in Madison, WI at least 2 days per week. All employees working a hybrid work schedule are generally expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview. Position Summary This position offers the opportunity to work on meaningful technology solutions that directly support DMV services statewide. The role will collaborate closely with program areas, IT partners, and vendors on system enhancements, testing, implementation support, modernization efforts, contract/vendor coordination, and process improvement. This is a strong opportunity for someone who enjoys problem-solving, building relationships across teams, and helping improve how technology supports public service. The Business Systems Analyst coordinates systems analysis and development of business requirements in conjunction with BAEs and IT professionals for DMV IT related projects involving shared foundation systems. This position resolves conflicts and problems through skilled application of theoretical and practical knowledge of the business area as well as application of general policies and IT policies and standards. This position serves as an analytical and technical lead for system enhancements, integration needs, and cross-system compatibility, helping to ensure that DMV applications operate reliably and align with technology standards. In addition, this position provides oversight of vendor performance related to technical deliverables, supports issue resolution and contract compliance. The Business Systems Analyst should have expert knowledge of project management principles, methods, and practices, development of business project plans and schedules, the ability to estimate resource requirements, define milestones and deliverables, monitor activities and report accomplishments. Salary Information This position is in schedule-range 07-33 with an annual salary of $89,440-$104,000, plus excellent benefits . A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan. Job Details This state agency does not sponsor work visas. Qualifications A minimally qualified candidate must have all of the following: Experience leading or coordinating IT system enhancements or projects, including developing project plans, schedules, and business cases. Experience performing advanced business analysis, including documenting business processes, translating requirements into technical specifications, and evaluating system impacts. Experience with system testing activities, such as developing test plans, leading user acceptance testing (UAT), and documenting/resolving defects. A well-qualified candidate will have all of the above and at least one of the following: Experience interpreting and applying regulatory (e.g. Federal or State statute, Federal or State code) language. Experience with modernization initiatives, such as system integration, quality assurance practices, and/ or supporting data‑informed decision‑making. Experience developing or managing RFPs, Statements of Work, or vendor performance monitoring (including contract compliance and Service Level Agreement evaluation). How To Apply Apply online!
