Job Description This role serves as a senior-level business analyst and business operations specialist for non-IT projects, with a strong focus on vendor management, project governance, and financial oversight. You will maintain and improve project management processes, including goals, timelines, metrics, and budgets, while supporting enterprise applications and digital products in an Agile environment. Operating above an administrative level and below management, you will work closely with product owners, project managers, and cross-functional teams to ensure projects stay on scope, on schedule, and within budget. Responsibilities

+ Maintain strong vendor relationships and act as a key liaison for non-IT business initiatives.

+ Review and approve contracts, cost proposals, and contract supplements to ensure alignment with project and organizational requirements.

+ Develop, maintain, and refine project and work breakdown structures to support effective planning and execution.

+ Review and approve documentation of business processes to ensure clarity, accuracy, and compliance with standards.

+ Develop, manage, and monitor project budgets and expenditures, ensuring transaction controls and costs remain aligned with approved budgets.

+ Predict potential budget overruns, analyze root causes, and propose practical, data-driven solutions.

+ Consult with corporate offices, project managers, auditors, clients, and sub-consultant representatives regarding current and future proposals.

+ Prepare sub-agreements and review, validate, and input sub-consultant invoices to ensure contract compliance and financial accuracy. Essential Skills + 8-10 years of experience as a Business Analyst, Product Analyst, Functional Analyst, or in a similar role supporting enterprise applications or digital products.

+ At least 5 years of experience in a Business Analyst or related role with a focus on Agile practices, requirements management, and UAT .

+ Bachelor's degree (BS) in business management, economics, finance, accounting, or a relevant field.

+ Demonstrated ability to analyze business trends and project future revenues and expenses to support decision-making.

+ Hands-on experience with Microsoft Word and Excel and prior exposure to enterprise applications.

+ Practical experience with Agile methodologies, including product backlog management, enhancement intake, and change-request handling. Work Environment You will work under the direction of a product owner or designated program leader within a cross-functional delivery model, collaborating closely with stakeholders from multiple business areas. The role is based onsite in Peoria, IL, five days per week, in a full-time schedule of approximately 40 hours per week. You will operate in an Agile, enterprise-scale environment that leverages tools such as Microsoft Office, enterprise applications, and platforms like Azure DevOps or Jira to manage backlogs, requirements, and releases. The setting emphasizes structured project governance, collaboration across functions, and close partnership with product, finance, and operations teams. Job Type & Location This is a Contract position based out of Chillicothe, IL. Pay and Benefits The pay range for this position is $35.00
