Description:
This position will support the Mission Assurance Division under Threat Management Division (TMD) for the Office of Security & Integrity (OSI) to provide security products, as well as integration services for fulfilling mandatory corporate-level security and emergency management requirements for the U.S. Citizenship and Immigration Services (USCIS) enterprise.
Responsibilities:
Support emergency management staff and USCIS in complying with emergency management directives, regulations, policies, standards and guidance (e.g., National Security Strategy, Presidential Policy Directives, Homeland Security Presidential Directives, National Incident Management System, National Response Framework, National Disaster Recovery Framework); and assist in developing complementary USCIS specific direction. Assist in the daily management of USCIS Headquarters' Continuity of Operations Plan (COOP) facility. Provide support to USCIS participation in DHS and Interagency communications exercises during quarterly, classified communications exercises conducted to support Office of Science and Technology Policy/Office of Management and Budget Directive D-16. Coordinate Mission Assurance project management activities with PMO, stakeholders, and Federal manager(s) both regularly and on an as-needed basis. Provide Subject Matter Experts to assist OSI in fulfilling its responsibilities for strategic enterprise security management and mission critical USCIS security functions, including Insider Threat and Foreign Access Management Programs. Analyze, review, and implement activities supporting Continuity of Operations, Continuity of Government, and contingency planning. Operate various continuity communications equipment (Phone, satellite communication (SATCOM), Homeland Secure Data Network (HSDN), Joint Worldwide Intelligence Communications System (JWICS), VHF/UHF/HF Radio) to ensure readiness during an actual emergency. Develop business models, project plans, capabilities, and deliverables to report on project status, metrics, and business process analysis (BPA) and business impact analysis (BIA). Conduct periodic reviews or analysis of priorities, models, exercises, and support documents to improve MA, EMS, and USCIS performance. Knowledge with tracking Insider Threat activities with the ability to identify 'red flags' for potential threats.
Qualifications:
Able to obtain and maintain TS clearance and suitability determination. BA degree with 2-3 years experience. Ability to track Insider Threat activities with the ability to identify 'red flags' for potential threats. Able to conduct periodic reviews and analyze priorities, models, exercises, and support document to improve MA, EMS, and USCIS performance.
