Job Description

We are seeking an experienced Senior Program Analyst to provide program management, analytical, acquisition, financial, and organizational support for complex programs. This position applies knowledge of management functions, processes, and analytical methods to gather, analyze, and evaluate information in support of program and project managers, customers, and Command-level mission requirements. The Senior Program Analyst will analyze organizational processes, resource requirements, program performance, and operational effectiveness; develop recommendations and solutions; and prepare program documentation, reports, policies, procedures, and presentations. The ideal candidate will have significant experience supporting acquisition management and the ability to work effectively in a complex program environment. Responsibilities Apply knowledge of management functions, processes, and analytical methods to gather, analyze, and evaluate information required by program and project managers and customers. Analyze organizational structures, management processes, work methods, procedures, and resource requirements to identify opportunities for improving management effectiveness and operational efficiency. Draw conclusions and develop practical solutions to complex management and organizational challenges. Develop and maintain program and project milestones, progress monitoring documentation, and other program management materials. Prepare and maintain financial, acquisition, quality control, maintenance, training, and other program or project documentation as required. Provide management, budgeting, and financial analysis support to program and project teams. Conduct work measurement studies, program and project operational efficiency reviews, cost studies, and workload change impact analyses. Utilize automated management information systems to perform fact-finding, analytical, reporting, and advisory functions. Support major Command-level mission requirements and provide analytical support to senior program and organizational leadership. Develop and maintain policies and procedures in support of program and organizational requirements. Prepare complex technical documentation, reports, briefings, and other program-related materials. Conduct technical and programmatic reviews to evaluate processes, performance, and compliance with established requirements. Develop and deliver technical presentations and briefings to program leadership, customers, and other stakeholders. Collaborate with program managers, customers, and cross-functional teams to identify issues, evaluate alternatives, and implement effective solutions. Qualifications Bachelor's degree (BA/BS) in Business Administration, Management, or another relevant field is desired. An Associate's degree (AA/AS) and four (4) additional years of related professional experience may be substituted for the BA/BS degree. 10 or more years of professional experience supporting acquisition management is desired. Demonstrated experience applying analytical methods and techniques to evaluate management processes, organizational effectiveness, resource utilization, and program performance. Experience developing program or project documentation, milestones, progress reports, financial documentation, or other management materials. Experience providing budgeting, financial analysis, acquisition, or program management support. Experience conducting work measurement studies, efficiency reviews, cost studies, or workload impact analyses. Strong analytical, problem-solving, organizational, and critical-thinking skills. Excellent written and verbal communication skills, including the ability to prepare complex technical documentation and deliver presentations. Ability to work effectively with program managers, customers, senior leadership, and cross-functional teams. Active Secret security clearance or the ability to obtain and maintain a Secret clearance.
Preferred Qualifications:
Experience supporting U.S. Government or Department of Defense programs. Experience supporting Command-level mission requirements. Experience with acquisition management and related program processes. Experience developing policies, procedures, and technical documentation. Experience using automated management information systems for analytical, reporting, and advisory functions.
