Job Description

Posting Details The Law Enforcement Records Bureau (LERB) gathers, preserves, and disseminates criminal justice data in support of public safety. Through state and federal partnerships, LERB serves as the state's official repository for millions of fingerprint records and criminal history records. The bureau functions at a high operational tempo with large volumes of data, records, and modernization projects. Major programs include the Missing Persons, Concealed Carry, Sex Offender Registration, and support to vital law enforcement databases such as NCIC, Triple I, and NIBRS. While administrative in nature, LERB is not a traditional records bureau due to its operational impact and oversight of New Mexico's public safety records, data, and intelligence sharing infrastructure. Special Projects team which houses the National Crime Information Center (NCIC) and the National Incident-Based Reporting System (NIBRS) programs. NCIC is a centralized, federal database maintained by the FBI's Criminal Justice Information services (CJIS). NIBRS is the federal collection and standardization of crime data and is published annually by the FBI. The Special Projects staff routinely collaborate with LERB and DPS stakeholders, criminal, and non-criminal agencies across the state to ensure NCIC and NIBRS requirements are met. Interviews are anticipated to be conducted within two weeks of closing date. Why does the job exist? The NCIC coordinator is responsible for ensuring New Mexico's NCIC program operates efficiently and in compliance with federal standards. The coordinator conducts FBI ORI and NLETS validations, manages and maintains an inventory of active ORIs, and oversees offline misuse investigations. A critical component of the position involves the active management of User Agreements and Memorandums of Understanding (MOUs), ensuring all participating agencies adhere to established protocols. Additionally, the coordinator works with vendors to test system functionality and maintain compliance with operational standards. They also provide training and orientation to agencies, offering guidance and support in preparation for triennial

audits. By performing these duties, the coordinator ensures the integrity, security, and compliance of criminal justice information across New Mexico. How does it get done? 1 - Compliance Management (30%): Ensure records processing, maintenance, and dissemination comply with federal and state statutory requirements, overseeing quality control of NCIC information systems for DPS as the control terminal agency. 2 - Training and Education (25%): Provide in-depth cross-training and education to law enforcement agencies, ensuring they understand NCIC protocols and maintain operational compliance. 3 - Reporting and Support (20%): Generate and compile criminal history reports, provide National Crime Information Center services to statutorily required applicants, and offer after-hours support for agencies when necessary. 4 - Auditing and Verification (25%): Conduct audits of all participating agencies in accordance with state and federal guidelines/policies, ensuring the accuracy and currency of information by facilitating verification between inquiring and entering agencies. Minimum Qualification Associate Degree in Business Administration, Public Administration, or Accounting and one (1) year of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required education and experience. Employment Requirements Successful employment is contingent upon passing a national fingerprint-based background check prior to employment. Continued employment requires a felony-free record, in compliance with the CJIS Security Policy. Statewide travel is required. In addition, the selected candidate must possess and maintain a valid driver's license and obtain a Defensive Driving Certificate from the State of New Mexico. Working Conditions This position is based in an office environment, involving extensive use of computers, video display terminals, and telephones, with extended periods of sitting. Physical requirements include the ability to lift and carry up to 30 pounds, along with frequent walking, standing, sitting, and bending. Occasional statewide travel is required.
