CHIEF OPERATIONS OFFICER REPORTS TO
Superintendent of Schools or designee.
PRIMARY FUNCTION
The Chief Operations Officer provides leadership and directs all aspects of the district's operations related to facilities, technology, food services, transportation, school residency, and school safety and security. Assists in formulating the operational policies and procedures to ensure efficient and safe operations.
CERTIFICATION / LICENSE
Motor vehicle operator's license or ability to provide own transportation.
EDUCATION
Master's degree in business administration, engineering, industrial technology, management or related area required.
EXPERIENCE
  • Minimum of five years of experience in education management administration or any equivalent combination of training and experience, which provides the knowledge, abilities and skills stated above.
  • Minimum of five years of experience in building construction and maintenance, preferably in a school district.
  • Demonstrated knowledge of federal, state and local building codes, ordinances and regulations. regarding construction, occupational safety and health, and recordkeeping.
  • Experience with central operations within a large school district strongly preferred.
  • Spanish bilingual preferred.
SKILLS, KNOWLEDGE & ABILITIES
  • Knowledge of school level operational practices and procedures, specific to facilities, technology, food services, transportation, school residency, and school safety and security.
  • Excellent oral and written communication skills
  • Ability to organize multiple tasks and conflicting time constraints.
  • Ability to analyze a variety of administrative problems, make recommendations for their solution, and put recommendations into practice.
  • Knowledge of best practices in program evaluation and staff supervision.
  • Strategic planning skills to support the district's operation efforts to effect change in a multicultural environment.
  • Knowledge of techniques and strategies for managing a large, diverse organization.
  • Ability to establish and maintain effective working relationships with various departments the community.
ESSENTIAL PERFORMANCE RESPONSIBILITIES
  • Develops plans, policies and procedures for school district operations in conformance with all federal, state and local codes, ordinances and regulations.
  • Oversees and directs a broad range of high-level projects including design, development, coordination and implementation of operational plans, strategic planning, select programs and policies to help attain institutional goals, activities and monitor and evaluate impact and outcomes.
  • Provides leadership and support for all issues and procedures involved with technology, food services, transportation, school residency, and school safety and security.
  • Support assessment and tracking of progress towards strategic plan goal achievement and implementation to achieve strategic plan objectives.
  • Assure the completion of operation reports and interpretations of related data for the administration, staff and the public to promote effective decision making by executive staff, site-based administrators and the Superintendent.
  • Brings operations personnel together, develops reasonable courses of action, follows-up on subsequent performance.
  • Oversees the operation, maintenance, repair and improvement of all school district buildings, grounds and equipment, including school construction projects.
  • Observes work in progress to ensure that policies, procedures, plans, occupational safety, and health requirements are followed, and materials used conform to specifications.
  • Inspects work to ensure compliance with specification plans and any applicable regulations for facilities, technology, food services, transportation, school residency, and school safety and security.
  • Inspects school district buildings, grounds and operating functions to ensure that they are being maintained as needed; determines work procedures as needed.
  • Oversees custodial, maintenance and security employees with regard to their job duties and responsibilities.
  • Ensures that the work relating to the repair, maintenance and improvement of school facilities is properly carried out.
  • Interviews applicants, recommends hires and oversee training for all facilities, transportation and safety positions.
  • Prepares accurate reports in an accurate and timely manner, as required.
  • Coordinates activities and authorizes requisition of supplies and materials and payments to outside contractors.
  • Works cooperatively with inspectors, contractors, architects and others, as needed to administer and implement construction, repair or improvement projects.
  • Develops annual budget for all school district construction, maintenance and repair projects and improvements.
  • Prepares meeting agenda for School Building Committee and Board Facilities Committee and attends meetings.
ADDITIONAL DUTIES
Performs all other related functions assigned by the Superintendent or designee.
EQUIPMENT
  • Uses state of the art technology available to assist in preparing reports and presentations including personal computer and appropriate software, printer, digital camera, scanner.
  • Uses standard office equipment.
TRAVEL REQUIREMENTS
Frequent travel to all school district buildings, city/state agencies and professional meetings as required. SALARY For the 2026-2027 school year, the salary range is $140,000 to $175,000.

WORK SCHEDULE
  • Works in standard office and school building environment.
  • Occasional work in poor weather conditions including heat, cold, rain or snow.
  • Standard work schedule, plus work beyond regular business hours as needed to perform duties of position.
  • Must attend meetings of Board of Education, School Building Committee, Board Facilities Committee and Common Council, along with other meetings as required.
