Description:
In the Court Services and Offender Supervision Agency (CSOSA), the Acquisition Support Consultant will provide expert guidance and support for federal procurement activities. The candidate will leverage extensive experience to ensure compliance with federal regulations and facilitate successful contract management throughout the acquisition lifecycle. •This position is contingent upon contract award.• Duties and Responsibilities Demonstrate comprehensive and authoritative knowledge of the Federal Acquisition Regulation (FAR). Prepare solicitations for federal agencies covering commercial and noncommercial services and supplies, resulting in various contract types (firm-fixed price, IDIQ, labor hour, time and material). Develop all supporting contract file documents, including evaluation plans, justification for options, contract type determinations, and manage posting and issuing solicitations in SAM.gov. Prepare, review, and provide guidance on justifications that limit sources pursuant to FAR Parts 6, 8, 13, andFAR 16.5.
Assist with GSA Schedule contracts issued by the General Services Administration (GSA). Conduct evaluation of submitted proposals or quotes, assist technical evaluation teams, and prepare technical evaluation reports. Perform cost/price analysis for a range of contract types and prepare detailed cost/price reports. Prepare Contracting Officer competitive range determination, award determination, and award documents for purchase orders, task orders, BPAs, IDIQ contracts, and other contracts. Administer contracts, including resolution of invoice issues, preparation of contract modifications, analysis and documentation for Requests for Equitable Adjustment, and contract close-out. Assist Program Offices in developing and reviewing procurement package documents, including Statements of Work (SOW), Statements of Objectives (SOO), market research documentation, IGCEs, and acquisition plans, with recommendations for contract and competition types. Other duties as assigned. Desired Experience and Certifications Experience soliciting and awarding construction services at amounts below, at, or above the simplified acquisition threshold. DAWIA Level II or III and/or FAC-C certifications. 15 years of demonstrated experience with FAR, federal agency solicitations, and/or contracting with GSA schedule contracts. Former Government employee for any federal agency preferred. Must be a US citizen with ability to pass a Court Services and Offender Supervision Agency (CSOSA) background investigation. Additional background investigations may be required as part of the position requirements.
