Position Overview CTS Engineering, Inc. is seeking a Proposal & Marketing Specialist to play a hands-on role in the development, coordination, design, and production of proposals and other marketing materials. This position supports proposal efforts from opportunity identification and solicitation review through writing, graphic development, layout, quality review, and final submission. The ideal candidate is highly organized, detail-oriented, creative, deadline-driven, and comfortable working independently and collaboratively with technical staff, leadership, and external partners. Key Responsibilities Proposal Development & Procurement Support Monitor and track RFQ/RFP opportunities, addenda, submission deadlines, and other procurement-related information. Read and analyze RFQs/RFPs to identify response requirements, evaluation criteria, compliance items, and resources needed to respond. Coordinate proposal development from kickoff through final submission, including schedules, content planning, assignments, reviews, revisions, production, and electronic uploads. Facilitate the development of strategic proposal materials for government agencies and private-sector clients. Coordinate with project managers, technical staff, leadership, subconsultants, and teaming partners to obtain and organize required information. Maintain proposal compliance and help ensure submissions are complete, accurate, responsive, and professionally presented. Writing, Editing & Content Development Write, edit, proofread, and refine proposal content for readability, consistency, clarity, responsiveness, and compliance with solicitation requirements. Integrate technical information provided by subject-matter experts into clear, persuasive, and well-organized proposal content. Develop and maintain reusable proposal content, resumes, project descriptions, project profiles, qualifications information, presentations, and template materials. Manage revisions based on review-team feedback and maintain consistency across proposal sections and contributors. AI-Enabled Proposal Development Use generative AI tools to support proposal writing, editing, summarization, content organization, research support, and development of clear, persuasive written material. Apply AI tools to improve proposal-development efficiency while maintaining accuracy, compliance, appropriate tone, consistency, and human review. Use or explore AI-assisted workflows for visual-content development, ideation, graphics, and other proposal-support tasks where appropriate. Evaluate AI-generated content critically, verify information, and refine outputs so final work meets professional and client requirements. Stay current on practical AI capabilities and identify responsible ways to incorporate emerging tools into proposal and marketing workflows. Proposal Graphics & Visual Communication Develop and refine proposal graphics, including infographics, organizational charts, process diagrams, tables, schedules, page layouts, headers, callout boxes, and presentation graphics. Translate technical, organizational, and management concepts into clear visual content that improves proposal readability and communicates key messages effectively. Create and maintain reusable graphic assets, templates, layouts, and visual standards for proposals and presentations. Develop proposal and presentation layouts using Adobe InDesign and related design tools, ensuring a polished and consistent final product. Marketing Materials & Digital Content Develop and update qualifications packages, brochures, presentations, handbooks, reports, and other marketing collateral. Assist with website content, project and staff updates, newsletters, advertisements, sponsorship materials, and other communications as needed. Plan, schedule, develop, and coordinate company social media content, including LinkedIn posts related to projects, staff achievements, firm activities, and industry participation. Partner, Event & Industry Coordination Coordinate with subconsultants and teaming partners during pursuits, including requests for resumes, project information, required forms, and other teaming materials. Coordinate conference, trade show, sponsorship, and outreach participation, including registrations, logistics, promotional materials, artwork, and booth activities as applicable. Participate in professional development activities and stay abreast of AEC marketing, proposal-development, client, and industry trends. Support ongoing market and client research to help identify opportunities and strengthen marketing and pursuit efforts. Required Skills & Qualifications 5+ years of relevant experience in proposal development, marketing, business development, communications, or a related professional-services environment preferred. AEC, civil engineering, architecture, transportation, or other professional-services experience is preferred but not required. Bachelor's degree in Business Administration, Marketing, Graphic Design, Communications, English, Journalism, or a related field preferred, or equivalent experience. Excellent writing, editing, proofreading, and written-communication skills. Strong graphic-design aptitude and visual-communication skills. Strong organizational skills with the ability to manage multiple concurrent deadlines and non-negotiable submission requirements. Proactive, self-directed, and able to work independently while collaborating effectively with technical staff, leadership, and external partners. Strong interpersonal skills and the ability to remain professional and composed in deadline-driven situations. Experience or demonstrated aptitude using generative AI tools for writing, editing, proposal development, research support, graphics, and content creation is strongly preferred. Willingness to work additional hours occasionally when proposal deadlines require.
