Job Description

POSITION SUMMARY
The Construction Billing position is a multifaceted role responsible for ensuring smooth, day-to-day operations in both administration and finance. The successful candidate will manage billing and contract administration (approximately 70% of duties), supporting invoice generation, contract oversight, and client account management. In addition, they will provide critical on-site support for timekeeping, new-hire onboarding, and routine HR inquiries, as well as manage traditional office operations. This role is essential in providing accurate data, timely submissions, and a high level of service to both internal teams and external partners.
KEY RESPONSIBILITIES A.
Billing & Contract Management Prepare and generate invoices for clients and vendors according to contract terms and billing cycles; verify pricing and change orders prior to submission. Review, track, and file contracts and contract amendments; ensure all administrative contractual obligations are met on time (including renewals, termination notices, liens, warranties). Monitor client accounts and follow up on payment remittances—collaborating with Project Manager and Operations—to resolve any billing discrepancies or disputes. Coordinate with Project Managers, sales, and legal teams to update billing information or negotiate contract terms during change order. Maintain an electronic contract and billing file system to facilitate quick audits and reporting; generate monthly billing reports for senior management. B. Office Administration Greet visitors, answer and route calls, and handle mail and package deliveries. Manage office supply inventory and coordinate equipment service and maintenance within budget. Assist with scheduling meetings and travel arrangements for cross-departmental events. Oversee invoice processing for office-related expenses, ensuring proper documentation and compliance with company policies.
Time & Attendance:
Assist with and collect, audit, and submit weekly time cards. C. Continuous Improvement & Collaboration Identify and implement process improvements in billing, contract management, and HR functions; pilot at least one workflow enhancement per quarter. Develop quick-reference guides and checklists for supervisors that cover billing protocols, time-card approvals, and new-hire processes. Support quarterly town-hall meetings and employee appreciation events by providing logistical coordination and communication support.
QUALIFICATIONS
3+ years' experience in billing, contract administration, office management, or HR support, preferably within a small-to-medium business setting. Proficiency in billing systems and familiarity with invoicing processes and contract lifecycle management. Working knowledge of time-and-attendance or payroll platforms (e.g., ADP, Paychex, Paylocity) is a plus. Excellent organizational skills, attention to detail, and the ability to handle confidential information with discretion. Strong computer skills, including Microsoft 365 or Google Workspace; intermediate Excel skills are advantageous. Ability to multitask in a fast-paced environment while keeping projects on track and meeting deadlines.
KEY METRICS
(tracked quarterly) 95% on-time client billing/invoice submissions and <2% error rate on billing and contract documentation. All contract documents updated and filed promptly, with proactive reminders on renewal or expiration dates. Office queries resolved within one business day.
WORK LOCATION & SCHEDULE
This is a full-time, on-site position based in our Honolulu Office. Standard hours are Monday-Friday, 8 a.m.-5 p.m., with occasional extended hours during busy billing cycles or office events.
